Changing globalization trends factor in TSMC’s decision to expand in US: analyst

TSMC has caught the attention of many, after the firm’s decision to expand in the U.S. TSMC founder Morris Chang has said that it had long been his dream to open a fab across the Pacific, something he had previously opted against due to high costs and an assortment of labor and cultural issues. Experts say that, TSMC’s U.S. expansion is a symptom of the changing trends in globalization. And that, although problems still remain, the investment in the U.S. could bring new businesses opportunities to Taiwan.

At TSMC’s ceremony for its fab in the U.S. state of Arizona, it was all big names in the tech sector. Beside’s TSMC’s chairman, CEO and founder, there was also Apple CEO Tim Cook, Nvidia CEO Jensen Huang, Advanced Micro Devices CEO Lisa Su and even U.S. President Joe Biden, who hailed the moment as the return of American manufacturing.

Previously, high costs, labor problems and cultural differences had made investing in the U.S. a nightmare for TSMC founder Morris Chang, who had said investing in the U.S. was a costly affair and a wasted effort. Since then, his stance has done a full 180.

You’ve got to imagine it as if the world were spilt in thirds, each with its own tech companies and trade investment groups. It’s a revised version of globalization. In the past, production was concentrated in China and Taiwan. In the future, production will be spread in many different areas. So when countries turn into themselves and Taiwan goes out to service them, that brings Taiwan a lot of new opportunities.

The analyst says globalization has changed, in part due to the U.S.-China tech war. Taiwanese companies are having to follow their clients to other parts of the world, which according to him, is an opportunity for growth. But for TSMC, producing chips in the U.S. comes with costs about 50% higher than in Taiwan. The chipmaker has announced a total investment of US$40 billion in Phoenix, Arizona, with US$12 billion in the first phase and US$24 billion in the second. By 2026, the fab is expected to have an annual production capacity of about 600,000 chips in 2026, a minute amount compared with Taiwan’s output.

Building up supply chains takes a long time. And in the U.S. there is more intrusion from non-economic factors. So if you want the fab in Arizona to make profits closer to fabs in Taiwan, I’m afraid that will take a very long time, more than five years.

Amid a changing geopolitical landscape, TSMC has expanded in the U.S. despite the higher costs. Even if orders pour in, will the firm’s profits be affected? It remains to be seen.

台積電在美國亞利桑那州大舉投資400億美元設廠,一向認為台積電赴美"昂貴浪費又白忙一場"的創辦人張忠謀態度大反轉,稱全球化、自由貿易已死,因地緣政治改變,美國夢再次浮現。產業分析師認為,台積電赴美生產,成本增加5成以上,就算5年也難回本。不過財經專家李淳認為,世界全球化已死,但台灣廠商全球化正要開始。

台積電亞利桑那州廠移機典禮冠蓋雲集,台積三巨頭、蘋果執行長庫克、NVIDIA黃仁勳、AMD蘇姿丰,連美國總統拜登都到場,宣示"美國製造回來了"。

當年的美國夢,因成本、人才、文化問題,成了噩夢一場。爾後張忠謀總說,到美國投資昂貴、浪費又白忙一場,但如今態度竟一百八十度大轉變。

“全球化幾乎已死,自由貿易幾乎已死,很多人都希望它們能夠回來,但我不認為它們能在短時間內回來。”

“各位想像地球分成三分之一,各有一些科技集團、貿易集團投資,所以是一個修正式的全球化。過去我們集中在中國、集中台灣生產,未來我們要分散到各地生產,所以當大家退回自己國內,那台灣就是要走出去服務大家的時候,所以反而為台灣帶來很多新機會。”

美中科技戰讓原本的全球化產生質變,台廠被迫跟著客戶跑,李淳認為這是危機也是轉機。但可以確定的是,台積電赴美生產成本至少增加50%,鳳凰城總投資金額400億,第一期120億、第二期240億,到了2026年年產能約60萬片,遠遠不及台灣製造。

“供應鏈的打造磨合曠日廢時,而且美國非經濟因素干擾其實是更多,如果要讓美國亞利桑那州廠,獲利水準跟台灣廠接近,恐怕這時間要拖更長,會超過5年以上的時間。”

面對地緣政治,就算成本壓力沉重,台積電也不得不前往美國,但就算訂單滿載,未來獲利會不會受美廠拖累?埋下隱憂。
