China-bound ferries from outlying Kinmen and Matsu resume limited operations

Ferry services connecting the outlying islands of Kinmen and Matsu with China’s Fujian province were suspended three years ago over pandemic concerns. Now the Mainland Affairs Council has announced that the services, known locally as the "Mini Three Links," will resume. However, the council stated that transport will only be available to county residents and not to people living in Taiwan proper. Some Taiwanese businesspeople in China are up in arms over the restriction. However, a lawmaker thinks the council is right to be prudent when it comes to opening up to China.

The Mainland Affairs Council announced that starting Feb. 7, ferries involved in the “Mini Three Links” will resume regular services and will not just be used on special occasions. However, for the time being, only " those with household registrations in Kinmen and Matsu and their spouses and children" can use them. Taiwanese businesspeople working in China are up in arms.

A lot of Taiwanese businessmen in China are very angry, especially the presidents of many Taiwanese business associations. They are very, very puzzled when they hear this. First of all, the epidemic situation is well under control between the two sides of the Strait. During the Lunar New Year holiday, the number of confirmed cases among Taiwanese compatriots traveling between the two sides was very, very small.

The main problem is that the epidemic situation in China is opaque. It’s just not possible for China to be free of COVID cases after the Lunar New Year. Of course, the Mainland Affairs Council has to consider the needs of Taiwanese businessmen or those traveling between the two sides of the Strait for business and education purposes. But I think the more important thing is that it must also protect the general public on the Kinmen side. So there won’t be a large number or an unexpected number of infections that might increase the strain on Kinmen’s medical capacity.

Legislator Lin Ching-yi pointed out that if the door to China is rashly opened, Kinmen, which is on Taiwan’s frontline, may be the first to be affected. Moreover, the longtime pro-China WHO Director-General Tedros Adhanom Ghebreyesus even came out recently to assert that China was “underreporting” the number of its COVID-related deaths. Before allowing further cross-strait exchanges, Taiwan has to make a comprehensive and prudent assessment of the situation.

陸委會週六晚間宣布,「小三通春節專案」從2月7號起將「常態化」執行,但適用對象仍暫時維持「設籍在金馬地區的民眾」,等於不開放台灣本島民眾中轉,讓在中國經商的台商直呼無法理解。但民進黨立委林靜儀強調,中國疫情不透明,以及金馬醫療量能不足下,的確得再審慎觀察。

“最主要的問題還是在於說,中國內部的疫情不透明,不可能過完了一個農曆年,整個中國內部就完全沒有疫情了。陸委會當然他必須要去考量,台商或者是來往兩岸兩邊,通商跟就學的需求,但是我認為更重要的一件事情是,也必須要保護金門這邊的一般民眾,不要讓大量或者是不預期的感染個案,排擠到了金門民眾例行的醫療需求。”

民進黨立委點出,貿然對中國敞開大門,第一線的金馬地區恐怕受到衝擊。況且日前一向親中的WHO秘書長譚德塞也直言,中國隱匿疫情死亡數,開放交流前,我方當然得全面審慎評估。
