Taiwan plans to expand airport screening exemption to carry-on luggage

Taiwan plans to expand its baggage screening exemption program for travelers from the U.S. This July, officials will head to the U.S. to discuss adding carry-on luggage to the exemption list. The initiative aims to save transiting passengers up to one hour of wait time at Taoyuan International Airport.

With COVID restrictions eased, passenger volume is recovering fast at Taoyuan International Airport. The transport ministry plans to expand its four-year-old one-stop security program, by exempting carry-on luggage from security checks.

At present, most of the passengers we see are traveling from North America to Taiwan’s Taoyuan International Airport, then transiting to flights bound for Southeast Asia or northeast Asia. In the past, they had to go through another security check upon arriving in Taiwan. After the program is expanded, if they complete a security check in the U.S., they will not need to undergo a second check when transiting in Taiwan.

This one-stop security program applies only to travelers flying in from the U.S., Canada, and New Zealand. Currently, such travelers who transit in Taoyuan don’t need to take their checked baggage through additional security screening. Four years after the program’s inception, the plan is to add carry-on luggage and passengers themselves to the exemption list. This could save transiting passengers up to one hour of wait time.

This can help increase the willingness of international passengers to transit in Taipei. With visa-free entry offered for 24-hour transits, passengers can have short excursions in Taiwan.

Under the expanded program, an estimated 750,000 transit passengers from the U.S. are expected to benefit each year. Because United Airlines is currently the only U.S. carrier offering daily flights to Taiwan, the expanded program will give a boost to Taiwan airlines with U.S. routes, such as China Airlines, EVA Air, and Starlux Airlines.

For travelers going through the U.S. security check, the details of the procedures may be different. Of course, these airport security checks will need to be strictly enforced. During the transit process, the risk that we run is that after the traveler departs the U.S., he or she may obtain things that are harmful to flight safety.

Taiwan officials will head to the U.S. in late July to discuss the program expansion with the Transportation Security Administration. They’ve also reached out to Canada, in hopes of expanding the program for Canadian flights soon as possible.

台美"一站式保安"擴大實施 擬納入手提行李

交通部預計下半年,擴大2019年就開始實施的一站式保安,七月下旬將派人赴美考察,與美國商討來台航班轉機過境旅客免安檢,讓轉機客最多可以省下一小時的等候時間。

疫後解封,桃園機場運量逐漸回升,交通部規畫,四年前實施的一站式保安作法,將擴大到手提行李,也可以免安檢。

“我們現在最多是從北美到台灣的桃園機場,轉東南亞跟東北亞的航次,過去就是說,他們一到台灣以後還要再做一次安檢,之後在美國如果安檢完,到台灣來轉機,就不需要第二次安檢。”

台灣目前適用一站式保安國家,僅美、加、紐西蘭三國。所謂一站式保安,是指從他國飛到桃園機場轉機跟過境的航班,託運行李免安檢。台美合作四年,現在規畫將手提行李及旅客,也納入免安檢行列,預估可以幫轉機客省下最多一小時的等待時間。

“有助於提高國際旅客在台北轉機的意願,提供轉機24小時之內免簽證入台,可以讓旅客在台灣做短期旅行。”

預估新制上路後,每年會有75萬來自美國轉機客受惠。由於美籍航空,目前只有聯合航空每天一班來台,新制對飛北美線的國籍航空,華航、長榮、星宇,幫助更大。

“旅客過美國安檢,規定跟台灣一般進機場安檢,程序也許在細節上不一樣,當然機場內的保安工作,可能也要去嚴格執行,他在轉機過程當中,我們風險在於出了美國後,所有的動線上,他有沒有辦法取得所謂的對飛安有危害的東西。”

有關單位預計七月下旬赴美,跟美國運輸安全管理局協商,也積極跟加拿大接觸,希望能夠完善配套,讓新制早日上路。
