Tsai marks Indigenous Peoples’ Day at Kaohsiung conference

Today is Aug. 1, Indigenous Peoples’ Day. For the first time, the annual National Administrative Conference for Indigenous Peoples was held in Kaohsiung instead of Taipei. Nearly a hundred Indigenous leaders and tribal elders gathered from across Taiwan, to review policies and affairs related to Indigenous peoples. President Tsai Ing-wen headed south to attend the event, after testing negative for COVID-19 the day before.

Seven years ago today, I formally apologized to all Indigenous peoples on behalf of the government. I also attended the National Administrative Conference for Indigenous Peoples and solemnly declared that the government’s apology to the Indigenous people was not the end, but rather the beginning of Taiwan society’s pursuit of historical justice. Each of the 16 recognized Indigenous groups has members living in Kaohsiung. So today there is special significance in our holding the conference here.

Today is Indigenous Peoples’ Day. It has also been 29 years since the government rectified the designation of “mountain compatriots” to “Indigenous peoples.” Following a 10-year struggle, a constitutional amendment was ratified to achieve the rectification on Aug. 1, 1994.
The conference provided simultaneous interpretation in six Indigenous languages and Mandarin Chinese. This year the Legislative Yuan passed a dedicated health act, to address the needs of Indigenous peoples and improve access to medical resources.

今天是八月一日原住民日，全國原住民族行政會議首度從台北移師高雄舉行，全台近百名原住民機關首長、部落長老齊聚，要共同討論與檢視原住民相關政策與事務。而昨天中午新冠肺炎快篩陰性的總統蔡英文，第一個行程就是南下參加會議，顯示對原住民族的重視。

“七年前的今天，我代表政府正式向全體原住民族來道歉，當時我也出席全國原住民族行政會議，並且鄭重的宣示政府向原住民族道歉，不是終點，而是台灣社會，一起追求歷史正義的起點，法定的16個原住民族，每一族都有在高雄生活，所以今天的會議在高雄舉辦，格外的具有意義”

“今天是原住民族日，也是紀念正名運動29週年的日子，山胞正名為原住民族，歷經10年的抗爭，終於在1994年8月1日修憲完成”
現場比照國際規格，以6種族語加上中文全程同步口譯。今年立法院也通過原住民族健康法，希望用更充足的醫療資源，解決原住民族健康的根本問題，期待中央與地方通力合作，共同推動落實原住民族權益。
