Changhua County police trumpet surveillance cameras and vehicle identification system

Police in Changhua County are trumpeting the success of their embrace of traffic cameras. Since 2019, the county has spent hundreds of millions of dollars on a growing network of surveillance cameras and a vehicle identification system. They credit the technology for significant reductions in theft and violent crime in the past few years. They’ve even caught hundreds of perpetrators of illegal waste dumping using the system.

Footage from traffic cameras across the county are sent back to a control room, where a police officer carries out comparative analysis.

Using all the data from the cloud, sent to our control room, is a big help in investigations.

This “Net in the Sky” combines footage of vehicle license plates and vehicle movements with “Active Pursuit Systems.” Police can check surveillance records anytime, working out the vehicle a criminal is using with footage identification technologies, and tracking its movements. The system can be used on a phone, and identify wanted vehicles on the street, bolstering the capacities of law enforcement.

For example, apart from identifying license plates, we can also do real-time tracking, and that can be a great help in pursuing a case.

As the saying goes, “A craftsman needs good tools.” Since 2019, Changhua County Police Department has allocated NT$380 million toward a net of more than 10,000 surveillance cameras across the county. A further NT$243 million was in the 2023 budget for another 1,400 cameras, which will bring the total to 12,190 countywide.

This system has a 98% success rate in helping us solve cases.

Police say the cameras have significantly reduced the rates of robbery, muggings, hit-and-runs and street violence. In 2017, there were more than 300 car and scooter thefts, but in 2022, there were just 199, a 30% reduction. Meanwhile, 252 people have been arrested for 144 separate cases of illegal waste dumping. Police are delighted to see environmental crime groups leave the county.

警察的治安工作,是全天候不間斷,要提升打擊犯罪的效率,有賴精良的裝備與器材做後盾,彰化縣政府,近四年來,編列了3.8億,除了在全縣裝設1萬支監視器,今年更編列2.4億經費,增設1,400支監視鏡頭,並建置強大的「天眼防護網」;24小時守護治安、維護交通。

從各路口監視器,拍攝的影像,傳回電腦機房,由專業的員警,透過影像,一一進行比對分析。

這套「天眼防衛網」,結合車牌影像、行車軌跡,以及主動追緝系統等,隨時可以上網調閱監視畫面,同時藉由影像辨識技術鎖定犯罪車輛、追蹤行車軌跡,也可結合手機,鎖定出現街頭的查緝車輛,強化治安防護能力。

「工欲善其事、必先利其器」,彰化縣政府,從2019年起,陸續編列了3億8千萬元,完成全縣1萬791支監視器維護治安,2023年更編列2億4,300萬元,規劃建置1,400餘支監視鏡頭,屆時彰化縣的治安監視器,將可突破1萬2,190餘支鏡頭。

有了錄影監視器輔助,讓強盜、搶奪,甚至肇事逃逸,及街頭暴力大幅下降。汽、機車的竊案,也從2017年300多件,降到2022年的199件,降幅高達三成。抓到違法偷倒廢棄物的案件,共計有144件、252人。有效的將環保犯罪集團,趕出彰化。
