
As an attempt to break the gridlock between the ruling and opposition parties, President Lai Ching-te on Monday afternoon consulted the leaders of the five yuans, in accordance to Article 44 of the Constitution. In his opening remarks, he called upon unity and cooperation between all constitutional bodies. The leaders of the central government then proceeded to a closed-door meeting.
Leaders of the central government enter a conference room at the Presidential Office to participate in the president’s consultation. The goal of the meeting is to reach a solution for disputes between constitutional bodies.

Today, with the powers and responsibilities delegated to me pursuant to the Constitution of the Republic of China (Taiwan), I call upon the presidents of the five yuans to the Presidential Office for consultation, in order to build a platform for communication, clarify the separation of powers principle, unite the nation, resolve disputes and seek a pathway for joint solutions. Taiwan must be united, only in unity is there strength to bolster national defense, develop the economy, and build a resilient defense for society.

The five yuans are like the five fingers, each with their unique function. The five fingers only have strength when pressed together. The closer they are, the greater their strength. Taiwan’s formidable strength comes from the unity of all people in Taiwan, Penghu, Kinmen and Matsu, and from all parties in the country all serving the nation. More importantly, the five yuans must have mutual respect for the function of one another. Only when constitutional bodies fully function and band together can we overcome the numerous challenges from home and abroad, and usher in a new golden age for Taiwan. Our position notwithstanding, we must prioritize the people, uphold democracy and stay rooted on Taiwan. We must work hard to reach a settlement.
After the opening ceremony, the government leaders held a closed-door meeting for a whole 95 minutes. It is hoped the meeting will be a first step in breaking the gridlock between the ruling and opposition parties.

總統賴清德、副總統蕭美琴,率領行政院長卓榮泰、立法院長韓國瑜等五院院長,進入總統府,這是總統上任後,啟動首次院際協調權,召集五院院長,會商國政。
大合照,五人一字排開、心情看來都很不錯,總統也特地親手送上紅花響杯給院長們,五個杯子,分別象徵五權分立、合作和五院團結。

“今天我根據中華民國憲法賦予的權責 ,召集五院在總統府會商國政,建立溝通的平台,明確憲政分際,團結國家,化解紛爭,共同找尋解決問題的道路。台灣必須團結一致,團結才有力量,強化國防、發展經濟、建構全社會防衛韌性。”
賴總統更強調,五院應該緊密合作、讓國政推動運作順利。

“五院就像五根手指,各有其功能,五指併攏才有力量,靠得愈緊,力量愈大,而台灣尚勇的精神就是,台澎金馬的全體國人要團結,國內各政黨要一心為國,五院更必須相互尊重憲法賦予的職權。唯有憲政機關充分發揮功能,一致對外,我們才能克服國內外種種挑戰,為台灣開啟下一個黃金時代。無論我們是什麼立場,都要以人民為主,以民主為本,以台灣為根,我們要努力達成和解。”
整場國政會談95分鐘,採閉門會議方式進行。有鑑於過去一整年朝野紛爭不斷,賴總統主動釋善意,出手協調,盼凝聚共識、化解當前政治僵局。
