Presidential Office announces US$40B military budget plan for coming years

The Presidential Office held a press conference Wednesday morning to announce a supplementary military budget proposal worth an unprecedented NT$1.25 trillion, or around US$40 billion, for the upcoming years until 2033. President Lai Ching-te urged lawmakers of all parties to approve the budget, and made a case for why even those in favor of cross-strait reconciliation should support it.

The Beijing authorities have set a target of forceful unification by 2027, and are rapidly building up their military forces so as to invade Taiwan. They’ve continued to ratchet up military exercises and grey-zone activities in the vicinity of Taiwan. Their intention, through military means, is to force cross-strait unification and for us to surrender, and to annex Taiwan.
The Presidential Office is holding a press conference to announce a historic supplementary military budget of NT$1.25 trillion, or US$40 billion, in the coming years to defend Taiwan’s democracy.

The Ministry of National Defense has already laid out a plan to bolster defensive resilience and asymmetric warfare capabilities, and made a special budget plan for arms procurement. It plans to invest NT$1.25 trillion between 2026 and 2033 in national defense, including the construction of the T-Dome.
President Lai reiterated the importance of “peace through strength,” emphasizing that investing in national defense is to invest in security and peace, and that this demonstrates Taiwan’s resolve against multi-layered threats from China.

In each and every scenario of China’s annexation of Taiwan, the most threatening thing isn’t an increase in arms, but for us to give up. History proves that compromising with an aggressor only results in endless wars and enslavement.
Some believe that the historic military budget plan was a result of pressure from the US. The administration worries it could have a hard time getting it passed at the opposition-dominated legislature, as many opposition lawmakers have questioned the viability of raising the defense budget to account for 5% of the GDP by 2030. The president also made a case for those on the opposite end of the political spectrum.

Even if we were to reconcile, it must be backed up with strength. Reconciling without strength would not protect our national interest. Moreover, reconciling without strength would easily result in us to have no other choice but to surrender. So I hope that opposition parties, no matter their position, would fully support national security. The pressure mainly comes from China, which threatens to annex us. It’s like installing security cameras in one’s home. It wouldn’t be because of a neighbor’s pressure, but because that would make one’s home more secure. That’s the reason for spending money to install security cameras.
The president also says that it’s paramount that Taiwan increases its defense capabilities facing threats from China.

總統賴清德召開記者會，宣布政府將推出歷史性400億美元、約1.25兆新台幣的國防特別預算，彰顯保衛國家、捍衛民主決心，只是這樣的預算，立法院在野黨會支持嗎？總統喊話在野，和解必須有實力做為後盾，「沒有實力後盾的和解，容易淪為投降」，希望朝野共同支持國家安全。

“北京當局也以2027年完成武統台灣為目標，加速侵略台灣的軍事整備，持續升高在台灣周邊的演習及灰帶侵擾，企圖以武逼統，以武逼降，併吞台灣。”
總統賴清德舉行宣布為因應國際嚴峻情勢，政府將推出史上最高、規模達400億美元，約新台幣1.25兆的國防特別預算。

“國防部已經完成強化防衛韌性及不對稱戰力計畫，採購特別條例及預算的規劃，預計在未來八年，2026到2033年，投入1兆2500億元的經費，來建構包括打造台灣之盾。”
因應中國對台複合式威脅，我方嚴陣以待，賴總統重申"和平必須靠實力"，投資國防就是投資安全和和平。

“在中國所有併吞台灣的劇本當中，最具威脅的不是武力，而是放棄。歷史證明，向侵略者妥協，最後只會換得無止境的戰禍和奴役。”
賴總統話說的重，不過卻有部分聲音質疑，此時編列高額國防預算，是受到美國施壓，而在野黨從明年度總預算到財劃法、甚至國防預算2030年達GDP5%都持反對意見，外界擔憂這比國防預算也會遭擋下，賴總統則親自向在野喊話。

“如果我們要進行和解，也必須要有實力做後盾啊，沒有實力做後盾的和解，是沒有辦法保障國家利益，更何況沒有實力後盾的和解，也容易淪為投降委婉的最後結果。所以我希望在野黨能夠不分立場，對國家安全一定要能夠同時支持。壓力主要是來自，中國併吞者，這就好像民眾在家裡裝監視器，絕對不是因為來自鄰居的壓力，為了能夠讓住家更安全，才會花錢去買，裝置監視器。”
面對中國威脅，總統表示，台灣提升國防實力，是當前不可或缺。
