Pay-upon-delivery ‘ghost packages’ now the most common scam

Investment scams, in which victims are gradually lured into parting with large amounts of money for non-existing returns, are no longer scammers’ most-utilized method. Instead, they now favor “ghost packages,” in which the victim believes they’re shopping online, only to receive nothing after paying upon delivery. For scammers, it’s a low-stakes method, because victims usually accept the relatively small losses and tend not to seek remedy or report the case to authorities. However, the police is encouraging victims to still report the cases and reminding them that they can apply for a refund with the convenience store where the package was delivered.

They’re not the only victim of this scam. Last year, singer and TV personality Fifi Yu wrote on social media that she paid a bit over NT$1,300 for a package, only to receive a bag of packing material. According to the National Police Agency, reported losses from scam totaled more than NT$6 billion, and “ghost package” delivery scam was the most common method.

Scammers are taking advantage of the fact that victims have no way of tracing the source of the package once they paid and found out that they did not receive what they expected to. The sum victims paid ends up becoming losses to scam, and there’s no recourse.

The police showed us a fake online shopping website created by scammers. It looks almost legitimate, save for a few details upon closer inspection.

The address of most e-commerce websites ends with .com.tw or .org .tw for some organizations. Recently, there are fishy-looking websites that end with .store.biss.cc selling heavily discounted goods. People must pay attention in these cases.

Despite scam awareness-raising campaigns by the police, members of the public still fall prey to “ghost packages.” It’s becoming scammers’ favorite because victims tend to let things slide, seeing that most losses aren’t large in sum.

There’s a refunding mechanism available in all four major convenience stores. You can apply for a refund using the in-store kiosk system, such as ibon, specify details of the package, including serial codes and other delivery information, and get refunded within a certain period of time.

The police is encouraging people not to let petty scams like “ghost packages” slide. Even though the losses aren’t great, it’s still your own hard-earned cash.

警政署打詐儀表板更新! 詐騙冠軍從假投資變網路購物

詐騙事件層出不窮,根據警政署「打詐儀表板」顯示,詐騙手法冠軍,已經從「假投資」,變成「網路購物」,其中「幽靈包裹詐騙」的案件相當多,詐團就是看準民眾收到爛包裹,大多認為是小錢,摸摸鼻子就算了,也懶得報警,警政署特別強調,發現可疑網站,除了小心求證之外,四大超商也都有退貨機制。

割開膠帶、打開包裹,裡面什麼都沒有,花大把鈔票,卻買個破紙箱。

就連藝人也受害,余皓然曾PO文說,自己付了1300多元,結果打開來,裡面竟然都是垃圾,根據警政署公布的資料,2025年總財損金額超過60億,第一名就是「網路購物」。

“那這些詐騙集團就利用這個心態,民眾交了錢之後,當他發現包裹裡面內容不對的時候,他就沒有辦法再做追溯,這個變成詐騙的款項,很多民眾紛紛遇到這種東西都無法處理”

警方實際操作一頁式詐騙網站,可以看到假網站,幾乎做得維妙維肖,但仔細觀察,還是會有漏洞。

“我們一般常看到的電商網站,會是.com.tw,或著是一些團體是.org .tw,那近期會有一些比較便宜,一些個人在使用的像.store .biss .cc那些奇奇怪怪的網址,民眾其實都要多留意”

警方努力宣導,但幽靈包裹依舊層出不窮,最主要就是民眾收到假包裹,大多是小額現金,或是認為退貨申訴麻煩,懶得報警,反而助長詐團氣焰。

“在四大超商已經有退款機制,除了在店面的部分可以,用ibon或是其他機台上面按之外,那事實上他們有獨立的網站,只要各位把包裹上的資訊,包含它一些條碼,或著一些你當初取得物流的一些資訊寫上去之後,通常都會在一定時間,就可以拿到退款”

詐騙案件頻頻發生,警方鼓勵民眾,從被動防衛,轉為主動出擊檢舉,別讓大家的辛苦錢,白白被騙走。
