Forestry Bureau expands scheme to pay citizens who protect Taiwan’s ecology

The Forestry Bureau is expanding a successful scheme which pays citizens to protect endangered animals. Under the scheme, citizens who protect the habitats of species like the leopard cat can receive up to NT$160,000 payment a year. Now the Formosan black bear is going to be added to the scheme. Council of Agriculture minister Chen Chi-chung is hoping to expand the budget.

The Council of Agriculture minister and the head of the Forestry Bureau join together to promote the ecological payment program for endangered species and important habitats. In less than two years, more than 1,700 citizens have taken part, across 10 counties and cities and in 63 townships.

This has been so much hard work. But it’s so important, because it’s contributing to the sustainability of the earth and the long-term development of the whole planet. In the future we will ask the Forestry Bureau and its director Mr. Lin to expand the scope here even more.

Nantou residents installed these automatic cameras in rural buildings, and managed to catch almost half the local leopard cats on camera. In its efforts to protect the habitats of endangered species, the Forestry Bureau is prioritizing four species — the leopard cat, eastern grass owl, otter, and pheasant-tailed jacana. Ecological payment programs pay citizens to assist habitat protection efforts. The Formosan black bear will be added to the program in October. Citizens can earn up to NT$160,000 a year through the program.

Starting next year, we will carry out trials in all the locations where black bears are found. We will offer an ecological payment set in comparison to the four other endangered species. Anyone willing to apply for this can make a proposal to the Forestry Bureau.

The total budget for ecological payments is almost NT$200 million. Chen Chi-chung plans to apply to the Executive Yuan for even more funds, allowing more citizens to dedicate themselves to the protection of Taiwan’s natural world.

為了維護生物多樣性,林務局從去年開始推動瀕危物種及重要棲地生態服務給付方案,透過友善農作和救護通報等,保全瀕危物種,過去一年多來執行成效良好,明年將再納入台灣黑熊,只要民眾加入守護行列,還有薪水可領。

農委會主委和林務局局長,共同展示瀕危物種及重要棲息地生態服務給付的推動成果,一年多來,全國共有10個縣市、63個鄉鎮,超過1700名民眾參與保育工作。

“這是非常辛苦的,但是是非常重要,因為這是對土地永續、對整個地球長遠發展
非常重要的一個貢獻。我們後續會再請林務局,林局長這一邊更擴大規模。”

南投農民在農舍架設自動相機,成功監測到石虎比例近五成,維護瀕危物種的棲息地,林務局針對石虎、草鴞、水獺與水雉四個物種,推動生態給付方案,由政府提供生態薪水給協助維護的農民。10月起也將台灣黑熊納入,每年最多可領16萬元。

“從明年開始,我們會試辦所有在黑熊出沒的地方,那也比照四個瀕危絕種的,相關的生態給付。只要願意來執行相關的這樣的一個申請,都可以跟林務局這邊來提出。”

生態薪水整體預算近2億元,陳吉仲也將跟行政院爭取更多預算,讓更多民眾加入保育瀕危物種的行列。
