An American draft law offering Taiwan free weaponry and other military aid worth $10 billion US dollars for the next five years has been passed by the U.S. House of Representatives. The 2023 National Defense Authorization Act or NDAA is expected to clear the Senate next week, before President Joe Biden signs it into law. Ely Ratner, a U.S. Department of Defense official says the U.S.’ goal is to ensure that it will never be easy or cost free for China to quickly seize Taiwan.

The U.S. House of Representatives has been deliberating the 2023 National Defense Authorization act or NDAA. The bill, which grants Taiwan US$10 billion in grants for military aid over the next five years, eventually cleared the house with 350 votes in favor and 80 votes against.

Representative Mike Rogers, a Republican and Ranking Member of the Armed Services Committee, gave his strong support to strengthening Taiwan’s security in a speech before the vote. The content of the bill includes authorizing the U.S. State Department to offer up to US$2 billion in annual grants in the next five years, with an overall price tag of US$10 billion. There’s an additional US$2 billion in loans offered to Taiwan to buy foreign weaponry. The bill also authorizes the U.S. president to create a “regional contingency stockpile” that grants Taiwan priority in obtaining extra defense items from the U.S. if needed. The bill also requires American government agencies to prioritize and expedite processing of weaponry purchase requests from Taiwan. It even calls for Taiwan’s participation in the U.S.-led Rim of the Pacific Exercise, the world’s largest international maritime warfare exercise. A U.S. defense official said he does not think China will recklessly invade Taiwan in 2027, but the U.S. should still send a clear signal to Beijing.

And the report makes clear that Xi Jinping and the PLA are trying to develop capabilities whereby it would potentially make it easier for them in a way to seize the island of Taiwan or to use military aggression. I think our goal is to ensure that it is never easy for them to do it rapidly or cost free.

Previous reports from foreign media outlets said the U.S. was continually providing Ukraine with a large amount of military aid to fight Russia, and this was causing delays in weaponry deliveries to Taiwan to worsen. The U.S. deputy defense secretary rejected the reports.

The National Defense Authorization Act for the fiscal year 2023 is expected to be voted on by the Senate next week. If it passes, the bill will be sent on to the White House and signed into law by President Joe Biden.

攸關台灣百億美元無償軍事援助的美國年度國防授權法,今天在眾議院表決通過。美國眾議員認為,應加強對盟友台灣的支持,美國國防部官員也認為,必須向北京傳遞清楚訊號,美國的目標就是要確保中國,永遠無法輕易快速奪台。這項法案預計下週在參議院審議,若是表決通過,就會送交美國總統簽署生效。

投票前眾議院軍委會主席羅傑斯發言,力挺加強台灣安全,因為這部法案內容,包括授權美國國務院在未來五年,每年提供台灣最多20億美元無償軍援,總額高達100億美元;另外授權提供台灣20億美元外國軍事融資;法案還授權美國總統為台灣打造「區域應變軍備庫」,能優先取得美國「超額防衛物資」。法案還要求政府部門優先加速處理台灣軍購請求;並且呼籲邀請台灣參加2024環太平洋軍演。美國國防部官員公開表示,不認為中國2027年會貿然犯台,但必須向北京傳遞清楚訊號。

只是先前才有外媒報導,美國持續向烏克蘭提供大批軍援對抗俄羅斯,導致台軍售延遲交貨情況惡化,美國國防部公開否認。

2023財政年度國防授權法案,參議院預計下週審議,若表決過關,法案將送白宮,由美國總統拜登簽署後生效。
