Cybersecurity is national security: President Tsai

President Tsai Ing-wen on Monday sat with the winners of a recent cybersecurity competition. In her address she stressed that cybersecurity was tantamount to national security, adding that the government hopes to raise the digital literacy of Taiwan’s public to better recognize misinformation. At the same time, the government hopes to strengthen security measures at high levels in the government. Let’s hear what she said.

Cybersecurity is national security. That is the important message that my government has been trying to convey. External forces often disseminate disinformation in an attempt to lead the public astray. That is a form of cognitive warfare. Be it cyberattacks on our information systems, or the propagation of misinformation, both are a threat to democracy. On the front of industry, we must continue to implement information security measures, and protect intellectual property rights. We must work together with more international allies to build resilient and secure supply chains. I hope that with a joint effort, Taiwan’s information security defenses and response mechanisms can be improved, to boost Taiwan’s resilience overall.
Last week, the Ministry of Digital Affairs enacted new rules banning public agencies from downloading and using Chinese short-form video hosting service TikTok, amid security concerns. However, the rules only apply to the Executive Yuan and government agencies under it. At an interpellation session on Monday, Executive Yuan Secretary-General Li Meng-yen said further discussions would be held with the other four Yuans to extend the rules to all central government bodies.

“資安就是國安，一直是我們整個執政團隊重要信念，境外勢力也常透過錯假訊息的散佈，試圖混淆民眾視聽，進行認知作戰，不論資訊系統攻擊，以及假訊息的散布，都有可能對民主體制，造成重大危害。在產業方面，也要持續落實對資安及智慧財產權的保護，和更多國際盟友一起打造，更具有韌性也更安全的供應鏈，我期待和各位共同來努力，一起提升資安防禦及應變能力，也進一步強化台灣整體韌性”
面對近期的"抖音"短影音平台，成為資安漏洞，數位發展部5日起禁止公部門使用抖音等軟體，但實際上只有行政院及其所屬部會適用此規定，行政院秘書長李孟諺今日在立法院答詢時表示，會與立法院、考試院等四大院協調，盼能比照行政院的作法辦理。
