Visiting US lawmaker reiterates importance of Taiwan chips to supply chain

U.S. lawmaker Ro Khanna, who is in Taiwan leading a delegation, on Monday spoke on the importance of Taiwanese semiconductors, and on the need to strengthen ties with Silicon Valley. Meanwhile, analysts said there are still no clear plans for a chip fab in Europe, but that fabs in Taiwan and Japan can already meet the demand for automotive chips in the short term.

Legislative Yuan Speaker You Si-kun on Monday met with a delegation of cross-party U.S. lawmakers. Democratic Representative Ro Khanna, who led the delegation, revealed that he had met with TSMC founder Morris Chang. Khanna said that the two discussed strengthening ties between Silicon Valley and Taiwan’s semiconductor industry.

I got to meet this morning with Dr. Morris Chang to discuss the semiconductor industry, and I understand very much the important economic ties between the United States and Taiwan, and we look forward to those ties continuing to strengthen.

Khanna said that while the U.S. will invest US$280 billion into the industry through the CHIPS Act, he was also concerned about Taiwan’s leading technology and the U.S.-Taiwan supply chain. With heightened U.S.-China tensions due to an alleged Chinese spy balloon over U.S. airspace, he did not cancel his trip to Taiwan out of concern that would send the wrong message, he said.

Taiwan’s semiconductor sector has garnered international attention, not just in the U.S., but also in Europe. The EU has also expressed interest in the establishment of a TSMC plant in Europe, but the plan is reportedly to be delayed two years.

Although there were two visits to Europe to probe the matter, things are still under discussion. The construction of factories in various places has actually put TSMC’s management capabilities to the test. In finding a suitable timetable, we face a great challenge.

The analyst says TSMC has no clear plans yet on a Europe plant, as the EU has no clear subsidy program for such a plant. Exacerbating the matter is the poor performance of the European economy, which may impact the growth of the EV car market.

The whole global economy is in a slump, and then there’s inflation. This is impacting demand for EVs. Chip production in Japan and Taiwan should be able to meet demand.

With demand for vehicles low, fabs in Japan and Taiwan that produce chips for cars are expected to generate enough output for global demand in the short term. Whether Europe gets its own TSMC plant in two years remains to be seen.

台積電技術獨步全球,獲國際重視,歐盟力邀前往設廠,但業界傳出,受景氣影響,評估計畫可能延後。但台灣矽盾優勢強,不只歐洲,美國跨黨派議員訪台,除了晉見總統蔡英文,此行還包括與台積電創辦人張忠謀、Google台灣代表會面,希望深化美國矽谷和台灣半導體的連結。

立法院長游錫堃週一接見美國跨黨派議員團,率團的眾議員康納出身加州矽谷選區,他提到還與台積電創辦人張忠謀會面,強化矽谷和台灣半導體的連結。

“早上我們與張忠謀見面,談論半導體產業。我非常了解,這是台美之間重要的經濟連結,我們期待持續強化此連結。”

康納表示,在上屆國會力推美國晶片法案,這是一項2800億美元的半導體製造投資,他相當關心台灣領先技術,強化台美供應鏈。雖然中美因間諜氣球緊張,但訪台行程早規畫好,若取消,反而傳達錯誤訊息。

“雖然有派過兩次到歐洲勘查,但這個事情到目前都還是在研議之中。各處的建廠,其實已經對台積電管理能力,造成一定的考驗。現在這個時程是不是適合,其實也是一個很大的挑戰。”

專家分析,台積電沒確切計畫,因為歐盟對半導體廠的興建補貼,還沒定案,加上歐洲不景氣,影響電動車市場成長。

“全球本身的不景氣,再加上通貨膨脹,影響到電動車本身出貨的數量需求。日本再加上台灣產能的話,其實就足以應付(需求)。”

目前車用晶片需求放緩,日本廠一旦蓋好,加上台灣產能,就足以應付,不急著在此時砸重本前進歐洲。
