Official says consensus reached on many issues related to a BTA with the US

Minister Without Portfolio John Deng on Monday accepted an interview where he discussed trade talks with the U.S. that took place in January. Deng said that while no agreement was yet reached on export tariffs, both sides reached a consensus on many key issues, and that further progress is expected before the end of 2023. One industry expert spoke optimistically, saying the talks were important for Taiwan’s market share in the U.S., and that an agreement could be the basis for a future FTA.

Following a second round of talks on the Taiwan-U.S. 21st Century Trade Initiative held in January, Minister Without Portfolio John Deng accepted an interview, during which he delivered some good news.

Both sides had a lot of questions over the course of the four-day meeting, and we were able to share quite a lot of ideas. Since it was a face-to-face meeting we were able to establish a lot of the basic structure. So far, there has been noticeably good progress. We’ve achieved consensus on a lot of issues.

During four days of negotiations, both sides reached a strong consensus on issues including trade facilitation, legal issues, anti-corruption efforts, policies for small and medium enterprises, and regulations for the service industry.

Issues that remain to be discussed include agricultural policies, digital trade, labor issues and environmental policies. Although no time or venue has been set for a follow-up meeting, Deng says that good progress is being made. He says the timeline for implementing the bilateral trade agreement may also be shorter than expected.

We will first report the main content of the meetings to the public. I am confident we won’t have any problems making headway on some things before year’s end. This time around we didn’t talk about tax reduction. One reason for that is that U.S. President Joe Biden does not discuss tariff concessions with any country. Another reason is that Taiwan has really high taxes on some items. So, I think it’s good for both sides that we don’t discuss tax at this point.

The U.S. is the largest source of Taiwan’s export orders, with about one-third of orders coming from the U.S. market. This type of agreement will be very helpful in consolidating the share of the U.S. market for Taiwanese products and related services. It can also be used as the basis for discussions on a future FTA.

We hope that our exports to the U.S. can be treated like those of other WTO countries, and that the issue of taxation of our investments in the U.S. can be appropriately solved.

Industry in Taiwan maintains that the lowering of tariffs on exports to the U.S. is important to bilateral trade. While the issue has yet to be worked out, Deng says good progress is being made on an agreement.

台美BTA有望提前簽署?!一月中雙方剛結束台美21世紀貿易倡議第二回合談判,重要操盤手鄧振中表示,雙方已經在五個項目包含貿易便捷化、良好法制作業、反貪腐、中小企業、服務業國內規章等,達成高度共識,目標年底簽BTA,甚至可能提前。但鄧振中也強調,諸多項目中、不包含調降關稅。

台美21世紀貿易倡議第二次談判,一月中落幕,主導談判的行政院政委鄧振中難得接受專訪,透露喜訊。

“四天會議裡面雙方很多問題,都能夠充分交換意見,因為是面對面的,很多事情都能把基礎結構建立起來,到目前為止,可以看出來進度相當良好,多數事情都已經可以獲得共識”

四天談判,雙方針對貿易便捷化、良好法制作業、反貪腐、中小企業、服務業國內規章,五項議題達成高度共識。

接下來還有農業、數位貿易、勞工、環境等七項待討論,雖然會議形式、時間、地點未定,但進度良好,台美BTA不排除比原定目標年底,更早完成。

“美國是台灣外銷訂單最大來源,大概三分之一來自美國市場,因此這樣的協定,對鞏固未來台灣產品或相關服務在美國市佔率很有幫助,也可以以此為基礎,將來持續擴展到其他領域談判,發展成雙方FTA”

“我們期待跟美國輸出,能跟其他WTO國家一樣,我們對於到美國投資要被課稅,也能得到適度解決”

企業界依舊認為,"降關稅"才有感,但台美BTA露出曙光,對雙方關係也是喜事一樁。
