Tsai to meet Speaker McCarthy in Los Angeles to avoid conflict from China

Speculation in recent weeks has been rife over whether U.S. House Speaker Kevin McCarthy would visit Taipei, in a move that was sure to anger China. Now international media is reporting that President Tsai Ing-wen has decided to hold a meeting with him, but not in Taiwan. Instead, the two officials would meet on U.S. soil to avoid potentially sparking backlash from China. Neither U.S. or Taiwanese officials have yet confirmed the report, but the Ronald Reagan Presidential Library has confirmed that Tsai is expected to give a speech there in April.

On Tuesday, the U.K.-based Financial Times reported that President Tsai Ing-wen has convinced U.S. House Speaker Kevin McCarthy to meet in California in April. That’s seen as a compromise, instead of a potential visit by McCarthy to Taipei, to avoid provoking Beijing’s ire.

I don’t believe that Taiwan has announced any travel for the president, of Taiwan. Taiwan’s presidents have traveled to the United States in the past, so I would refer you to Taiwan for anything specific on that, and certainly I would refer you to the Speaker’s office for any potential meeting that he may be having.

Members of congress, the speaker of the house, in a case like this, is going to decide for himself, or herself, the meeting, the nature of the meeting that he or she wishes to make.

Both the White House and the U.S. State Department would neither confirm nor deny the planned meeting. Back in Taipei, the foreign minister was equally tight-lipped.

The head of state’s diplomatic affairs are one of the most important aspects of the foreign ministry’s work. We at the ministry will carefully consider how to best arrange the president’s state visits. However, at this point when no clear plans have yet been made, it would be inappropriate for me to make any comments.

According to a source, Tsai is planning to wait until the end of March to give full details on the trip, which is to be her first trip since the start of the pandemic. She is expected to fly first to New York, where she will transit to ally nation Guatemala for a summit, and then to ally Belize for a state visit. On the return leg of her journey in early April, Tsai is expected to fly to Los Angeles where she will meet McCarthy, and give a speech at the Ronald Reagan Presidential Library.

Tsai previously visited the Ronald Reagan Presidential Library, when she visited California in 2018. Tsai spoke publicly on that visit, which at the time was considered a diplomatic breakthrough. Now the president is reportedly planning a second trip to the library, and her alleged planned speech at the site is sure to garner much attention again.

美國眾議院議長麥卡錫有意訪台,消息傳了好久,但現在有外媒報導,為了避免激怒中國,麥卡錫暫時不來,改為蔡總統四月出訪過境美國期間,前往洛杉磯與麥卡錫見面。不過美國包括白宮、國務院都相當低調,外交部長吳釗燮今天面對立委質詢也只回應,外交部會考慮安排最好的總統出訪,但還沒有確切規劃之前,不適合對外說明。

英國金融時報最新報導,蔡總統已經說服麥卡錫,四月初在美國加州,而不是在台北和麥卡錫會晤,以免刺激北京做出過激反應。

美方從白宮到國務院,不證實也沒否認,台灣外交部長,口風一樣很緊。

不過根據了解,蔡總統將在三月底展開疫情後首度出訪行程,先到美國紐約過境後,前往中美洲友邦瓜地馬拉出席台灣友邦高峰會,並且順道訪問貝里斯。接著回程四月初過境洛杉磯,除了和美國眾議院議長麥卡錫見面,也將在雷根圖書館發表演說。

2018年蔡總統出訪過境加州,就曾造訪雷根圖書館,當時公開談話,被視為外交突破,如今傳出總統將再度前往,館方也證實蔡總統將有公開演說,屆時將會見哪些政要,勢必都將成為台美中情勢的觀察指標。
