Government committee says no to three-day weekend

A government committee has rejected a proposal to implement a three-day weekend. The committee was responding to an online petition, urging Taiwan to become the first Asian country to shorten its workweek. After an evaluation by various stakeholders, officials said the current labor shortage made the proposal untenable. According to the Financials Supervisory Commission, the shorter week would lead to a NT$30 billion loss in stock transaction taxes.

Commuters head to the office for their nine-to-five. Earlier this year, a petition with more than 5,700 signatures called for Taiwan to become the first in Asia to have a three-day weekend. The labor ministry convened labor unions, business groups, academics, and several other ministries for a review of the proposal. All parties agreed that the idea was promising, but that Taiwan’s severe labor shortage meant it would be impossible to implement.

It should be possible to get all your work done in four days. An extra day off shouldn’t make much of a difference. Other countries can do it and Taiwan should be able to as well.

It’s not quite feasible. If workers had three days off, then nearby businesses wouldn’t need to open, and their operating costs would go up. If wages don’t go up to compensate for that, it would lead indirectly to inflation.

A three-day weekend would affect people’s routines in many different domains of life.

Officials said a three-day weekend would force adjustments to school curriculums and vacation schedules. It would also raise the labor costs of medical facilities and affect supply chains and agricultural logistics. The Financial Supervisory Commission estimates that, with stock turnover averaging NT$200 billion a day, one fewer trading day a week would cause a NT$30 billion annual loss in transaction taxes.

If there’s the opportunity to do so, employees and employers themselves can negotiate over scheduling – that’s a way to go about it. Do it on a case-by-case basis. At present, the Labor Standards Act has room for labor and employer to negotiate this.

The committee’s decision against the three-day weekend will be formally announced on June 26. Officials stressed that according to existing laws, a company can offer a three-day weekend to staff, so long as both parties agree.

“不太可行耶,週休三日附近商家都不用做生意,相對的成本就會提高,可是如果工資沒有提高,那等於是變相通膨。”

週休三日,除了學生課程、寒暑假被迫更動;醫療機構人力成本增加,市場方面甚至會衝擊到供應鏈以及農產運銷;金管會也預估,現在台股每天成交量約2千億,一個禮拜少開市一天,一年的證交稅將短收300億。

“工作職位,如果有機會,事業單位跟勞工去協調,能夠先這樣做的,可以個別先來做,現在目前《勞基法》也有空間讓勞資雙方協調。”

會議結論6/26正式對外公告,週休三日應該無望!但依照現行法令,只要勞資雙方達成共識,個別公司也可提出申請,成為週休三日先行者。
