US lawmakers move to lift arms restrictions on Taiwan amid Chinese malware campaign

U.S. officials are searching for Chinese malware hidden inside American defense systems. According to the New York Times, China covertly planted malicious code inside networks supporting U.S. military bases. The malware has been described by one official as a “ticking time bomb.” If a conflict breaks out over Taiwan, China could use the code to slow down a U.S. military response. Amid the hunt for Chinese malware, U.S. House representatives have proposed a bill to lift arms restrictions on Taiwan.

Well they’re pretty concerned, Paula. And there have been a lot of meetings taking place in the Situation Room about this.

A Chinese malware campaign is raising alarms in Washington. According to the New York Times, China has hidden computer code in networks controlling the power grids, communications systems, and water supplies of military bases in the U.S. and around the world. This could allow hackers to disrupt or delay U.S. military operations in the event of a conflict, such as a Chinese attack on Taiwan.

This also comes at a time that China has ramped up threats against Taiwan, which President Biden has vowed to defend. Obviously, not a coincidence, right?

It could create chaos in the physical world from the virtual realm of information. That’s the first thing. Second, it could cut off or confuse the U.S. military communications and battlefield management. Third, such results could affect the physical world, reducing the accuracy of U.S. troop reinforcement to Taiwan and firepower strikes. So many such instances of CCP hack attacks have been found.

Amid heightened Chinese aggression, Washington has stepped up efforts to protect Taiwan. Following lawmakers in the Senate, U.S. House representatives have proposed their own version of the Taiwan Peace Through Strength Act. The bill requires the U.S. to prioritize arms sales to Taiwan. It proposes amending the Taiwan Relations Act, so that weapons sold to Taiwan aren’t limited to those “of a defensive character.”

It can be said that it seeks to strengthen Taiwan to promote peace. It provides for regular exercises and more weapons, including more advanced weapons, including weapons of a non-defensive nature, in order to deter China. There’s an extremely good chance that Congress will pass this bill. What’s worth observing is whether the White House signs it into law. This bill would greatly improve Taiwan’s security and stability and its relations with major allies.

The bill must be approved by all relevant committees and both the House and Senate. Then it must be signed by U.S. President Joe Biden before taking effect. But even at this stage, Washington has already made clear its mounting concern over the Taiwan Strait.

讓白宮戰情室嚴陣以待的,就是中國的惡意病毒,紐約時報報導,中國已經暗中將惡意程式碼,植入美國本土及世界各地軍事基地的電網、通訊和供水系統,可能導致聽命於中國人民解放中的駭客,在衝突發生時擾亂或拖延美軍行動,包括中國未來幾年對台灣出手的情況。

“這並非巧合,我們不知道這完全與台灣有關,但顯然部分與台灣有關。”

“(中國)從資訊的虛擬空間,造成實體物理世界的混亂,這是第一個。第二個就是截斷,或混淆美軍彼此的通訊跟戰場管理。第三個,這樣的結果就會造成實體上,美軍增援台灣的時候,就可能不會達到部隊集結,或者火力打擊的精準度,所以中共對這種駭客攻擊已經被發現到很多這種案例。”

中國野心勃勃,美國加強護台作為,繼參議院之後,美國跨黨派眾議員近日提出「透過實力促進台灣和平法案」,要求美方優先處理對台軍售案,並將修改台灣關係法,停止限制售台武器必須為防禦性質。

“它可以說是壯大台灣,促進和平,定期演習提供裝備,以及更先進的,包含非防禦性的武器,達到嚇阻中國的目的。這個法案預估在華府通過的機率很高,接下來就值得觀察美國行政部門白宮,是否會簽署成為法案,這將對台灣的安全穩定,以及與主要盟友的關係大大地提升。”

儘管這項法案必須通過相關委員會審議,並且在眾參兩院都過關,再遞交總統簽署後才能生效,但美國近來不論行政立法部門挺台動作頻頻,不難看出對台海情勢的關切。
