VP Lai arrives in Paraguay after low-key transit in New York

Turning now to Vice President Lai Ching-te’s state trip. The vice president has landed in Paraguay, after a low-profile transit through New York. Washington-based think tank scholar Bonnie Glaser says the stopover was deliberately kept low-key, as the result of consultations between the U.S. and Taiwanese governments. Both sides felt a quiet transit would be beneficial, due to factors including Taiwan’s upcoming election and the potential participation of Xi Jinping at the APEC summit.

Vice President Lai Ching-te is welcomed by Taiwanese expats, as he arrives at a banquet with nearly 70 tables. Joining the event were Representative to the U.S. Hsiao Bi-khim and AIT Managing Director Ingrid Larson. AIT Chair Laura Rosenberger, who was attending a family wedding, greeted Lai in a prerecorded speech.

During Lai’s whirlwind 25-hour stopover, he hosted a banquet, watched a baseball game, and met with young Taiwanese Americans. He made few other public appearances. According to Washington-based think tank scholar Bonnie Glaser, keeping low-key was a deliberate decision.

This transit is very low key as a result of consultations between Taipei and Washington. Both sides think that this is in the best interest of Taiwan and the United States. And one of those external factors is Taiwan’s election and another external factor is the fact that the United States and China are working toward a possible visit by Xi Jinping to attend APEC in November. All of these things have to be taken into account.

There had been strong calls from Taiwanese expats for Lai to go to Washington. But the visit did not materialize. According to Glaser, this had nothing to do with China.

There is a long-standing practice of presidents from Taiwan and vice presidents not being permitted to travel through Washington, D.C. So this is not a decision that was made because the United States does not want to in any way upset China at this particular moment.

But even without going to D.C., Lai drew shows of force from Beijing, ranging from military drills to protests in New York. Glaser denounced China’s actions.

China’s stance opposing this transit is quite unreasonable. My own view is that they essentially made such harsh statements publicly that they backed themselves into a corner.

Glaser said that in Taiwan’s 2024 election, the U.S. does not favor any candidate. She called on Beijing to also refrain from intervening.

副總統賴清德出訪,稍早已經抵達友邦巴拉圭,針對他過境紐約時極為低調,華府智庫學者葛來儀表示,這是台美協調的結果,符合雙方利益,其中考量了台灣總統大選、以及習近平將參加APEC等外部因素。對於中國抗議賴清德過境,葛來儀也批評不可理喻,這樣的強硬立場只會把自己逼到牆角。

副總統賴清德一進場僑胞熱烈鼓掌歡迎,這場僑宴席開近70桌,駐美代表蕭美琴和AIT執行理事藍鶯也到場,家有囍事的羅森伯格,則是用影片的方式一同參與。

副總統賴清德過境紐約,旋風25小時,除了舉辦僑宴、到球場看球賽,和台僑青年座談,幾乎沒有其他公開活動,葛來儀認為這樣的低調,是台美雙方協調的結果。

儘管先前曾有台僑力促賴清德訪問華府,最終沒能成行,葛來儀認為,和中國沒有關係。

但即便沒到華府,中國對賴清德的過境依然祭出文攻武嚇、從軍事演習、到動員僑團抗議動作不斷,讓葛來儀也看不下去。

葛來儀喊話,這場台灣的2024大選,美國不偏好任何人,也期望北京當局不要介入。
