Officials plan new pathways of qualifying for foreign caregiver

Officials are exploring ways to expand senior access to foreign caregivers. Currently, older adults who want to hire a foreign caregiver must pass a functionality test based on the Barthel Index. In discussions on Tuesday, officials drafted a plan that waives the Barthel Index requirement for certain disease categories, such as mild and severe dementia.

This would apply to you if your age fits the criteria and you have a disease such as Parkinson’s, dementia, or cancer. A more diverse range of accreditation institutions would be made available, for instance long-term care management centers. These are all things to think about.

With some diseases, we require that the care recipient be in a severe condition to qualify. But we’re looking into allowing people with even mild dementia to replace a Barthel Index assessment with a diagnosis certificate.
Under the government’s plan, older adults with certain diseases won’t need to be assessed the traditional way. Instead, they can qualify with proof of a doctor’s diagnosis or disability certification. Exceptions may also be made for older adults whose needs cannot be met by the long-term care services currently available.

巴氏量表擬多元開放 討論免除巴氏量表條件

衛福部、勞動部今日討論放寬家庭看護移工申請門檻，除了勞動部規定的12項身心障礙類別，也將納入更多障礙類別，像是輕度、重度失智症，也能免除巴氏量表評估方式。

“有一些罕病，以前都是只有重度才可以(申請)，比方說失智症，可能在輕度，就可以用診斷書來取代巴氏量表”
衛福部與勞動部研擬納入更多障礙類別，免經巴氏量表評估，未來可望不用再把病人推到診間，讓醫師開巴氏量表，只要有相關的醫師診斷，憑障礙手冊，還有像是使用長照服務個案仍無法滿足照顧需求，都可以來申請看護。
