Taiwan, India in talks on labor agreement

Taiwan and India are in talks to sign a deal on labor importation. Amid its severe worker shortage, Taiwan aims to hire Indian workers in several sectors, primarily from northeast India. According to Indian media, an agreement could be signed as early as next month. Taiwan officials confirm that discussions with India are underway.

Taiwan faces a severe labor shortage in sectors including construction, manufacturing and services. To resolve the issue, the Ministry of Labor is trying to bring in more workers from abroad. Since taking office in mid-September, India’s representative to Taiwan has met with labor minister Hsu Ming-chun and Premier Chen Chien-jen, to discuss collaboration on labor.

This year, India became the most populous country in the world. With its vast market, demographic dividend and potential business opportunities, it has become a top investment destination for many businesses around the world.

According to the Hindustan Times, an MOU on migration and mobility could be signed as early as next month. Sources say Taiwan will focus on workers from northeast India, due to greater similarities in culture and diet. With a population of more than 1.42 billion, India has overtaken China as the most populous country in the world. Its massive demographic dividend is a big draw for businesses. Taiwan is currently home to 745,000 migrant workers employed in the manufacturing and caregiving sectors. About 260,000 of them are from Indonesia, and just as many are from Vietnam, each nationality accounting for 35% of the total. About 152,000 workers, or 20%, of the total are from the Philippines. About 68,000, or 10%, are from Thailand.

The Ministry of Foreign Affairs will continue to discuss the matter closely with the Ministry of Labor and Indian authorities. We will make an announcement at the appropriate time.

The labor and foreign ministries say talks on a labor agreement are underway, with more details to be announced.

解決缺工! 移工新來源國印度 擬最快下月簽署MOU

台灣正面臨嚴重缺工問題,政府積極引進外國勞工,目前台灣以印尼、越南和菲律賓為主,印度有望成為新的來源國。日前,印度台北協會會長葉達夫拜會行政院長陳建仁時,就透露雙方在討論多項MOU,其中就包含移工引進,印度媒體也報導,有望最快在下個月簽署合作備忘錄。

不管是營造業、製造業或服務業,台灣都面臨嚴重缺工,勞動部積極引進外國勞工,希望有所緩解。9月中,印度台北協會會長上任,接連拜訪勞動部長許銘春,與行政院長陳建仁,就透露雙方正在討論簽署MOU。

印度媒體也報導,有望最快下個月簽署,還提到,主要引進印度東北部的勞工,因為與台灣的文化和飲食較相近。印度擁有14.28億人口,在今年正式超越中國,大量人口紅利成為資源。而目前國內外籍移工,產業和社福總共有74.5萬人,印尼越南都有26萬多人,分別佔3成5,菲律賓15.2萬、佔2成,泰國6.8萬、約1成。
