
The government has launched an official text message platform with the number “111.” To combat fraud, this SMS number will be used for all official government messages starting next year. President Tsai Ing-wen, digital minister Audrey Tang, and top executives from telecoms companies attended the launch ceremony on Tuesday.

To set up this system, we spent NT$12 million in the first phase. Currently, all three or four-digit codes starting with the number 1 are reserved for government use. When international texts appear on our cell phones, they have a prefix of +8 or something. It’s a much longer number, not as short as 111. So these three digits cannot be impersonated by scammers at home or abroad.
The 111 code is already used by six government agencies, including the Ministry of Health and Welfare, the Ministry of Justice, and the Ministry of Economic Affairs. By January next year, the code will be adopted across the central government. Local governments will also be able to use the number, to keep impersonating fraudsters at bay.

政府成立「111政府專屬短碼簡訊」,今天正式啟動。總統蔡英文、數發部部長唐鳳,和各大電信業者董總都出席,就是因為現在詐騙猖獗,有越來越多仿冒簡訊,要民眾繳費,甚至恐嚇要凍結資產等,未來民眾看到不是111發出的公部門簡訊,就是詐騙。

“這個系統的建置,我們第一期是花了1200萬的建置費,本來1開頭的這三碼或四碼的短碼,就是政府機關專屬,(國外簡訊)到我們這邊,大家從手機上面看起來,就會前面有+8幾什麼之類,它加起來還是會一個很長的號碼,還是不會是111這個短碼,所以這個三碼短碼,是沒有辦法被國內外仿冒的”
唐鳳表示,目前111短碼已有包括衛福部、法務部、經濟部等6個機關配合,預計明年1月短碼系統會登入公共契約正式啟用,屆時地方政府也可使用,避免假冒公務機關的號碼被誤認。
