US House committee proposes ban on Chinese-made drones

The U.S.-China trade war is spreading to drones. According to the Financial Times, the House of Representatives China committee has introduced the American Security Drone Act, which bans the U.S. government from buying Chinese drones. If passed, the bill would deal a blow to China’s DJI, the world’s leading drone manufacturer. According to a Taiwanese drone maker, DJI’s market dominance also poses a risk to information security and national security in Taiwan.

For almost the last two decades, Chinese-made drones have dominated the consumer market. Now, fears of Chinese espionage have forced some drone operators to switch to American-produced models.

Chinese drone maker DJI holds more than 70% of the global market share. In 2019, the U.S. government believed that DJI was a potential risk to data security. The brand was banned by the Department of Defense and Department of the Interior, while the Department of Commerce added DJI to its trade restriction list for U.S.-based companies. In recent years, Washington has pushed to support American drone manufacturers.

I think it is gonna be key that U.S.-produced drones, or drones produced by trusted allies, become more affordable.

The Financial Times reports that on Wednesday, the House of Representatives China committee introduced a bill to ban the U.S. government from buying Chinese-made drones. The bill aims to prevent Chinese technology from undermining U.S. national security. Although the bill does not name specific companies, it will inevitably affect China’s DJI, which has a share of nearly 60% in the American consumer market.

All information from DJI’s drones goes back to the cloud. Although there are different partitions in the cloud system, there’s still a degree of risk. This proposed ban is a great opportunity for us. And I think our government should take note – there are indeed many national security concerns surrounding these drones.

China has dominated the global drone market for nearly 20 years, raising concerns about data security. Another concern is the fact that dozens of critical production lines for drone parts are located in China. Experts say consequences could be grave should the supply chain be disrupted. Amid efforts in Washington to cushion the impact, Taiwan’s government is also facing calls to take action.

美中科技戰從晶片蔓延到"無人機"!?英國金融時報報導,美國眾議員提出「美國安全無人機」,禁止美國政府採購中國製造無人機,將使全球市佔第一的中國廠大疆遭受打擊。國內無人機業者表示,大疆獨佔市場確實對於資通訊、國安有疑慮,台灣也應該掌握機會,發展MIT無人機。

“近20年來中國製造的無人機,一直主導著消費市場,但現在對中國間諜活動的擔憂,迫使一些營運商,使用美國生產的無人機。”

全球無人機龍頭、中國廠商大疆市佔超過七成,早在2019年,美國政府就注意到,大疆可能成為中國政府蒐集資料漏洞,國防部跟內政部禁用大疆製造無人機,商務部也把大疆列入"禁止科技輸入"實體清單,過去幾年全力扶植在地廠商。

英國金融時報報導,11/1美國眾議院中國大陸委員會,兩黨議員共同提出「美國安全無人機法案」,要求禁止聯邦政府採購中國製無人機,避免中國科技傷害美國國安。儘管沒有點名特定公司,但在美國商用市佔逼近六成的中國廠商"大疆"勢必受到衝擊。

“大疆的無人機所有訊息,還是會回到它原本雲端去,原本的雲端雖然有做不同區隔,但事實上還是有一定的風險在。這是我們很好的一個機會,我覺得政府也應該要重視,在國安上的確是有很多的疑慮。”

中國無人機寡占市場將近20年,不僅資通訊有疑慮,機身上數十個"關鍵零組件"產線也統統在中國,一旦斷鏈後果不堪設想,美國進一步討論禁令、維護國安,台灣政府恐怕也必須提前因應。
