Taipei enacts loud music ban on bars, restaurants in residential areas

Taipei is cracking down on noise pollution. City officials said Tuesday that effective immediately, restaurants and bars in residential areas may not play loud music from 10 p.m. to 8 a.m. Violators will be fined up to NT$30,000. The ban is the first of its kind in any city or county in Taiwan. But according to one borough warden, the policy is misguided, because the main source of nighttime noise pollution is not music but drunk patrons.

Actually a lot of restaurants have opened up here since last year. These establishments themselves keep their music levels under control, and they’ll turn down their music with a bit of persuasion. The problem is primarily their drunk patrons who make a ruckus out on the street.

Regarding the behavior of individual patrons, the government tends to use the Social Order Maintenance Act to control that form of noise pollution.

From January to October of this year, the Taipei City government received more than 1,500 public complaints about noise pollution. Nearly 60% of those complaints were filed from residential areas.

北市率全國之先,禁止住宅區裡的餐酒館,從晚上十點到隔天早上八點,大聲放音樂,要是擾鄰,依《噪音管制法》最高得繳出最高3萬罰款。北市餐酒館密集聚集的東區首當其衝,當地里長就說,其實酒客噪音,才是吵鬧主因。

“其實在去年跟今年開的非常多(餐酒館),餐酒館本身他們對他們音量的控管,只要是有勸導都會調小聲。主要的癥結點還是在出來的酒客,在街道上大吵大鬧。”

“針對酒客個人的行為,通常是會比較偏向,是用社會秩序維護法,去約束那些酒客的喧嘩聲音。”

台北市今年到十月,光是餐飲業噪音陳情案件,就高達1571案,其中有近6成,發生在住宅區。
