China reportedly offered payment for propaganda piece on Taiwan-Tuvalu relations

Tuvalu has voted in a national election in which members of its 16-seat parliament were elected. Prime Minister Kausea Natano, Tuvalu’s pro-Taiwan leader, has lost his seat, and now it has been reported that China had tried to meddle in the election, by offering a monetary reward to local media to put out disinformation concerning Taiwan-Tuvalu relations. Local media did not take the bait, and Taiwan’s foreign ministry has come out to condemn the incident.

Taiwan’s longtime ally in the South Pacific, Tuvalu, held a national election on Jan. 26, in which members of its 16-seat parliament were elected. The island nation will choose its prime minister in another election in the near future.

One day before the election, a local media outlet received an email from an account using the domain cgtn.com, which belongs to China Global Television Network, a Chinese state media outlet. The email asked that a senior person in the Tuvalu Broadcasting Corporation write an 800-word opinion article focusing on the Tuvalu election and the country’s potential to cut ties with Taiwan. It also stated that there would be a payment of US$450 for the article.

Some members of the media believe that it is a report about the souring friendship between Taiwan and Tuvalu, or some disinformation that’s surfaced over time aiming to undermine the friendship between Taiwan and Tuvalu. We must condemn such devious behavior and call on the international community to pay close attention and jointly repel the manipulation of democratic countries’ elections by authoritarian countries.

In fact, its main purpose is to undermine the trust between two parties, as well as sway public opinion and the vox populi in the target country, so as to create antagonism between different groups, thereby causing chaos in the target country.

This expert believes that China’s cognitive warfare efforts are aimed at causing social strife rather than influencing the election. Incumbent Prime Minister Kausea Natano, who has visited Taiwan and met with President Tsai Ing-wen, failed to secure reelection, leading to worries about the future of Taiwan-Tuvalu relations. However, former Prime Minister Enele Sopoaga, who has a clear pro-Taiwan stance and was once the ambassador to Taiwan, was reelected as a member of parliament. He will compete with the pro-China parliamentarian Seve Paeniu, who is also the current finance minister, and the newly elected parliamentarian Feleti Teo for the seat of prime minister.

The prime minister who wanted to maintain firm diplomatic relations with Taiwan was unfortunately defeated by a small number of votes. However, the reason for his defeat had nothing to do with advocating friendship with Taiwan. Therefore, the overall political structure of Tuvalu is still beneficial to Taiwan’s position as a diplomatic ally.

According to the election results obtained by the Ministry of Foreign Affairs, most of the elected candidates have had frequent interactions with our embassy, hold a friendly stance toward us, and support the continuation of the friendship between our two countries.

China continues to eye Taiwan’s diplomatic allies, and diplomats fear a domino effect after Nauru severed ties with Taiwan recently. For now, officials are keeping their guard up to defend Taiwan’s 45-year friendship with Tuvalu.

日前,我國南太平洋友邦吐瓦魯舉辦國會大選,親台的現任總理拿塔諾落選,讓台吐邦誼一度緊張!現在卻傳出中國企圖介選,用重金利誘當地媒體發文帶風向,強調只要撰文800字評論吐瓦魯選舉和台灣斷交能性,就能拿到450元美金。對此,當地媒體沒接受,我國外交部也強烈譴責。

我國南太平洋友邦吐瓦魯,26號舉辦國會大選,先選出16席國會議員,近期將改選總理,沒想到現在卻傳出中國介選。

當地媒體選前一天,突然這到這封電子郵件,寄件者帳號出現CGTN,也就是中國環球電視網的英文縮寫!內文清楚表達,希望能幫忙尋找一位吐瓦魯國家廣播公司高層,寫800字的評論,關於吐瓦魯選舉與台灣斷交可能性,就能獲得450元美金,也就是台幣1.38萬元。

專家分析,中國認知作戰的目的,並不是要影響選舉,而是想要造成社會對立!加上拚連任、曾來過台灣見總統蔡英文的現任總理拿塔諾,這回在議員選舉落敗,一度讓台吐關係緊張。不過挺台立場鮮明、曾任駐台大使的前總理索本嘉,議員連任成功,將和親中身兼財政部長的議員潘恩紐,以及新科議員泰歐,角逐新任總理。
