China denies ‘restricted,’ ‘prohibited’ areas near Kinmen, launches regular patrols

China has launched regular patrols in the waters near Kinmen and Xiamen. It’s also denied the existence of “restricted” or “prohibited” areas in the area. The moves come after two Chinese fishermen drowned while being chased by Taiwanese Coast Guard, which said the men had trespassed into prohibited waters. Responding to China’s denial, Taiwan’s government said that restricted and prohibited waters were legally established in 1992. A scholar says China’s denial is an attempt to erode Taiwan’s sovereignty.

The Taiwan Affairs Office has stated that fishermen from both sides of the strait have long fished in the waters around Xiamen and Kinmen, asserting that there is no such thing as prohibited or restricted areas there.

According to Chinese state media, the Taiwan Affairs Office has denied the existence of “prohibited” or “restricted” areas near Xiamen and Kinmen. The country’s Coast Guard has initiated regular patrols in the area.

The Fujian coast guard will ramp up its maritime law enforcement and conduct regular patrols in the waters near Xiamen and Kinmen.

The waters around Kinmen were designated as “restricted” and “prohibited” by Taiwan’s defense ministry on Oct. 7, 1992, in line with the Act Governing Relations between the People of the Taiwan Area and the Mainland Area. Taiwan’s government said that, based on a shared understanding of these “restricted” and “prohibited” waters, China and Taiwan had previously cooperated on maritime law enforcement and rescue operations in the area. An expert says that China’s denial today is politically motivated.

The Chinese Communist Party wants to use this as an opportunity to stir up trouble and provoke Taiwan by denying the sovereignty of the R.O.C. Its actions aim to show the international community and the general public in Taiwan that the R.O.C. doesn’t have sovereignty over the area, and to turn the Taiwan Strait into its domestic waters. The Taiwan government must keep a close watch on whether China’s coast guard will enforce maritime law, or create trouble and conflict in the area.

China’s coast guard says it will conduct regular patrols. According to a Chinese ship-tracking website, four Chinese coast guard vessels sailed in waters to the north, south and southeast of Kinmen Monday morning.

So far, the Chinese coast guard has not said its vessels will enter Kinmen waters, that is to say, restricted areas controlled by the R.O.C. government. It hasn’t said it will do that, so we don’t need to react to such a thing.

Taiwan has adopted a cautious stance to China’s potential moves. Taiwan’s Mainland Affairs Council says it will continue to enforce maritime law without change.

日前一艘中國快艇違法闖入金門海域被驅離,釀成兩死意外,中國國台辦昨天表示,廈金海域不存在禁限水域,中國海警還稱將在金廈海域展開常態化執法巡查行動,今天早上就傳有四艘在金廈海域出沒。但我國陸委會強調,禁限水域依法畫設,事實存在。學者提醒,中國否定台灣的執法權,可能是意圖將台海內海化。

中國官媒以頭條新聞報導,國台辦否認金廈海域有禁止限制海域,中國海警也出招。

但其實金門周邊畫設禁止限制水域,早有明文規定,國防部在民國81年10月7日,依據兩岸人民關係條例畫設。陸委會聲明提到,兩岸曾依此多次展開執法及海上救難合作。學者提醒,中國的動作背後恐怕有政治動機。

“中共想要趁這個機會再去擴大事端,刻意地去挑釁,否定我們中華民國的主權,藉由這樣的作為,來向國際社會或台灣的百姓,去表示中華民國的主權是不存在,進一步把整個台海內海化,(中國海警)這個執法是否會有,刻意去製造事端製造衝突,這本身是我們政府,必須要後續非常仔細小心的”

中國海警宣布常態化巡查後,根據中國船舶網站資訊資料,19日上午有4艘中國執法船在金廈海域出沒,航行位置圍繞金門北方、南方及東南方海域。

對於中國可能的動作,我國謹慎因應。陸委會也強調,未來將繼續執法,不會改變。
