China, Russia collaborating on potential Taiwan invasion: US spy officials

U.S. intelligence officials say that China and Russia are working together on issues including a potential invasion of Taiwan. In testimony to Congress, top officials said China and Russia were conducting joint exercises for the first time. This alliance is prompting the U.S. to revise its defense strategy, officials said. We see China and Russia, for the first time, exercising together in relation to Taiwan and recognizing that this is a place where China definitely wants Russia to be working with them, and we see no reason why they wouldn’t. …Given its ambitions, Beijing will continue to use its military forces to intimidate its neighbors and to shape the region’s actions in accordance with the PRC’s priorities, mostly obviously in relation to Taiwan as the PRC pushes for unification.

Even if Russia and China as a military force are not interoperable, they would certainly be cooperative. And we would need to take that into account in force structure and planning.
In related news, tensions in the South China Sea have flared up again. The Chinese Coast Guard confronted two Philippine vessels this week, battering them with water cannons. The two Philippine ships were on their way to deliver supplies to fishermen in the South China Sea. China’s attack came as Manila and Washington carried out their annual joint military drills called "Balikatan." For the first time, the exercises include a naval operation in the disputed South China Sea.

美國參議院開聽證會 情報大頭:中俄合作針對"台海"

美國情報高官今天前往美國參議院出席聽證會，指出中國與俄羅斯各方面都在加強合作，尤其針對台海，雙方甚至首度舉行了聯合演習，萬一爆發戰爭，美方恐面臨兩面開戰，官員透露美國國防部已在研擬因應，將中俄軍隊合作納入美軍部隊結構規劃的考量。

“我們首次看到中國和俄羅斯，在台灣問題上進行聯合軍事演習，並意識到這(台灣)是中國希望俄羅斯與他們合作的地方，他們沒有理由不合作。考量到北京的野心，中國將繼續利用軍事力量威脅鄰國，並根據自家優先事項採取區域行動，最明顯的是在對台關係上，因為中國正在推動統一”

中國軍事野心反映在南海爭端上，美國與菲律賓今年度的「肩並肩」軍演首度前進南海爭議島礁，菲國空軍宣稱日前成功以降落傘向費信島空投物資，但幾天後再度發生中國海警朝菲國海巡及公務船噴射強力水柱的事件，使南海緊張局勢進一步升溫。
