US bill seeks to shore up international support for Taiwan and counter CCP influence

With only one week left before president-elect Lai Ching-te’s inauguration, China continues its attempts to isolate Taiwan internationally. The National Security Bureau said Xi Jinping’s visit to Europe last week was aimed at dividing the EU on its ties with the U.S., while at the same time consolidating pro-China forces in Europe. On the heels of that visit, the U.S. House committee on strategic competition with China has proposed the Taiwan Allies Fund Act, which would provide US$120 million over three years to Taiwan’s official and unofficial partners who have been coerced by China. The committee says this is part of the U.S.’ efforts to counter Chinese influence.

The U.S. House Committee on Strategic Competition between the U.S. and the Chinese Communist Party introduced another bill in support of Taiwan over the weekend.

The new bill, called the Taiwan Allies Fund Act, would authorize US$120 million to help protect Taiwan’s international space from Chinese influence. The funding would be part of the U.S.’ Countering PRC Influence Fund. That fund provides up to US$5 million annually to countries that have come under pressure from China due to their ties with Taiwan.

Republican Representative John Moolenaar said the bill was necessary in the face of actions by the Chinese Communist Party to isolate Taiwan on the world stage. The CCP often weaponizes trade in its relations with countries like Lithuania that establish closer ties with Taiwan, he said, adding that such actions by the CCP must be condemned.

The U.S. has been stepping up efforts to support Taiwan, and is taking aim at China. The introduction of its most recent bill on the matter follows a visit by Chinese leader Xi Jinping to France last week where he met with French President Emmanuel Macron. A report by Taiwan’s National Security Bureau suggests that Xi is aiming to divide Europe over its support for the U.S., and seeks to promote strategic independence in France toward that end. The bureau warned that Beijing would increase such activity in the future to reduce friendliness toward Taiwan in Europe.

France’s invitation to Xi Jinping for this recent meeting reflects that there are two big spheres of influence in the EU, namely Germany and France. The two are competing for dominance in the EU. What works against Beijing is that both Germany and France have expressed high concern about security in the Taiwan Strait. The French president even brought up this concern previously in front of Xi, saying that an issue in the Taiwan Strait could affect the EU’s economy. Germany has also publicly complained about tensions in the Indo-Pacific, and has sent two warships to the region. This is counter to Beijing’s grand strategy.

While China attempts to divide the EU and the U.S., it hasn’t made much progress on that front so far.

距離520只剩一週,中國持續加大對台施壓。國安局點出,習近平日前訪問歐洲,目的是分化歐盟團結與美歐關係,同時鞏固在歐親中力量。同一時間美中戰略競爭特別委員會提出"台灣盟友基金法案",提供三年1.2億美元、約39億台幣,給遭中國脅迫的台灣官方、非官方夥伴,這也是對抗中國影響力基金的一部分。

隸屬美國眾議院的「美中戰略競爭特別委員會」,提出挺台法案。

檢視"台灣盟友基金法案"內容,提供三年1.2億美元,約新台幣39億元,給遭中國脅迫與施壓的台灣官方、非官方夥伴,這將是"對抗中國影響力基金"一部分,符合條件的國家每年可獲得500萬美元資金。

委員會主席穆勒納爾指出,中國共產黨試圖將台灣人民孤立於世界舞台,強迫其他國家與台灣斷絕關係,同時把貿易與商業當武器,懲罰如立陶宛等和台灣建立密切非官方關係國家,無論是要求各國斷絕與台灣官方或非官方關係,種種行為都必須受到譴責。

美方加大挺台力道,目標當然劍指中國。習近平日前應邀訪歐,與法國總統法克宏會面,國安局送到立院的報告指出,中方意圖分化歐盟團結與美歐關係,藉法國強調戰略自主,牽制歐盟與美歐合作。國安局示警,北京未來將加大干擾歐洲友台活動。

“法國這次邀請習近平到訪,這也反映出歐盟內部有兩個大國,就是德國、法國,他們正在爭奪歐盟的主導權。對北京比較不利的是,德國跟法國也都對於台海安全情勢,表達高度的關注,甚至法國總統在習近平面前表達擔憂台海安全情勢,將會影響歐盟的經濟,同時德國當眾吐槽,甚至派遣兩艘軍艦到印太區域來,這都是對於北京大戰略的一個回擊。”

中國想分化歐盟與美歐關係,顯然踢到鐵板。
