
China has forbidden its exporters from selling dual-use military-civilian products to eight Taiwanese manufacturers. They include the National Chung-Shan Institute of Science and Technology, the Aerospace Industrial Development Corporation, CSBC Corporation Taiwan and Lung Teh Shipbuilding. China’s Taiwan Affairs Office says the organizations targeted are promoting Taiwanese independence, and that the ban aims to defend China’s national sovereignty and ensure stability in the Taiwan Strait. Taiwan’s Ministry of National Defense says China’s ban actually aligns with a policy in Taiwan to not use Chinese components in key technologies. Let’s hear more.

The Ministry of Commerce announced today that eight entities in the Taiwan area have been added to an export control list. The export of dual-use items to these entities is now prohibited and violations of this rule will not be tolerated.

Since Lai Ching-te took office, he has doubled down on his pro-independence stance, spreading separatist rhetoric and attempting to achieve independence by cooperating with foreign forces and building up the military and some entities in the Taiwan area have joined and assisted in the effort. The new regulation is a necessary measure to defend China’s national sovereignty and territorial integrity, and to maintain peace and stability in the Taiwan Strait.

The use of Mainland China-made components is absolutely prohibited in all weapon systems produced by the National Chung-Shan Institute of Science and Technology. We support domestic and foreign manufacturers in localizing production, so the new policy from the CCP’s Ministry of Commerce is actually in line with our policy to create non-red supply chains at the institute.
The Aerospace Industrial Development Corporation has stated that it does not use any Chinese components in its military aircraft, adding that adjustments will be made as needed for civilian aircraft. CSBC, meanwhile, has said that impact from the ban will be minimal. It says the components for its submarines and coast guard vessels mainly come from Europe and the US, while commercial ships are made with parts from Japanese and South Korean manufacturers. Lungteh says the blacklist will have no impact on its military operations, and that components in civilian ships can be easily replaced.

漢翔表示,軍機不用中國零件,盤點民用飛機,依情況調整。台船的潛艦海巡船舶,零組件大多來自歐美,商船以日韓為主,中國影響有限。至於龍德造船,軍用沒影響,民用來自中國的原料也可替代。
