
President Lai Ching-te on Thursday afternoon headed to the advance command center in Hualien to hear a briefing on the recent flooding and disaster recovery operations. He also visited two other central government-affiliated agencies involved, including the water company’s local purification site. He also made a phone call directly to the Hualien County commissioner to find out what else is needed.
President Lai Ching-te on Thursday afternoon arrived at the Armed Forces’ advance command post in Hualien to hear a briefing from rescuers. But first, he wanted to know why the county government wasn’t at the meeting.

Once it’s clear that there wasn’t anyone from the county government, Lai asked an official to call the county commissioner personally.
- I thought they wanted you to come and give a presentation.
- But later I discovered that you couldn’t attend.
Turns out, the county commissioner, Hsu Chen-wei herself was in a meeting at the county-level command center nearby. Lai writes on a notepad during the phone call.
- Okay. Good luck to you.
- The county government must take action. Go! Go!

Hualien County Government must provide correct data. How many dead, how many injured, how many gone missing—you can’t keep revising the numbers because every data point is a livelihood. They must be clear on their needs. That’s the only way the central government will be able to help.

Now that the president made a phone call confronting the two local leaders, Fu and Hsu, they might as well touch base with him.

She hopes that there could be a designated fundraising bank account for Hualien County, especially for Guangfu Township. That is in the central government’s authority. I will ask the Executive Yuan to prioritize greenlighting the account, so that Hualien County Government can raise funds.
Many elder Indigenous residents were affected by the disaster. Council of Indigenous Peoples Deputy Minister Chen Yi-hsin has said he hopes the Armed Forces will help with cleanup.

I here also instruct and authorize—the rules in place didn’t allow this, but it’s to avoid contention, but this is also a particular case—so I’m authorizing Defense Minister Koo and the commander with the power to enter private residences to help, whether it’s to remove large furniture or to clean up the mud inside.
Because the scale of the disaster involves several central and local government agencies, the president’s visit included three stops to get the full picture of what’s needed for recovery. It’s going to be a heavy task requiring central and local coordination, even if they don’t always see eye-to-eye.

總統賴清德到花蓮勘災,先抵達國軍前進指揮所,本想了解地方需求,卻發現花蓮縣府根本沒派人到場,他還連問幾聲縣長在嗎?最後索性直接打電話給對方,但據了解其實徐榛蔚就在隔壁縣府指揮中心開會,賴清德隔空喊話"花蓮縣府要加油",最重要是和各單位合作,縣府"資訊要正確、不能失蹤死傷數一直調整"!

說不知情的傅崐萁,前一天倒是行政院長卓榮泰行程跟牢牢,倆夫妻沒出席透過電話表達需求,賴總統有求必應。

“她(徐榛蔚)希望在花蓮縣,特別是光復區這個地方,也能夠開設帳戶,這個需要中央核准,這個我會請行政院盡速來核准,讓花蓮縣政府也可以募款”
另外有部落長輩居多,原民會副主委陳義信盼國軍進家園協助清淤。

“在這裡也指示、授權,原本這個規定是不行,因為避免紛爭,但是這一次情況相當特殊,所以我授權國防部顧部長跟指揮官,我們可以進去幫忙,不管是搬離大型的傢俱,或者是清除屋內的汙泥”
賴總統一天勤走三個行程,中央盡全力,大舉資源挹注,要陪伴花蓮人走過家園重建之路。
