
Three weeks after the Guangfu flooding, another controversy has erupted over the Hualien County Government. This time, it’s their method of documenting residences in the disaster zone. Some locals were wary of signing the document after noticing the date “Sept. 21” on it. The date refers to the day when evacuation notices were supposedly issued to residents in the area, two days before the flash flood. The central government is now asking Hualien to get rid of the date on the forms, and make it clear that they only want to compile a list of residences that were affected, and could be affected again.
- That’s not right. That would be forgery. Why does it say Sept. 21?
An official hands a local resident of Guangfu a document to sign. It lists residents in the area affected by the flood. She’s instructed to confirm that her household had evacuated vertically on-site. But it appears that the record should have been completed before Typhoon Ragasa struck.
- How am I supposed to know? I was ordered to sort this out.
- Well, what day is it? The 13th! It’s already Oct. 13!
The local official says he’s only following orders. However, the resident refused to sign her name, believing that complying would amount to document forgery.

He wanted us to sign the document retroactively, so of course we have our doubts. It also happens at a time when the county government appears to have lower-down officials cover up for their mismanagement, so of course we’d be protective of ourselves.

Locals are furious because they thought that they were asked to cover up for the county government’s inefficiency, having to sign a document for an event from three weeks ago. The local official, under the occasion of making records for residents with chronic diseases, had them sign this document too.

It’s certainly not as the rumors circulating online claiming that it retroactively applies to the day of Sept. 21, and certainly not a case of forgery as some accused.

In that case, get rid of any mention of “Sept. 21.” Make it clear that it’s to delineate the updated warning zone.
With many people unable to trust the county government, the disaster response coordinator for the central government is asking Hualien officials to get rid of any wording that could become a point of legal contention.

花蓮光復鄉災後三週,卻有大安村居民爆料,在地鄰長週一下午,竟然拿著"不同意撤離"的文書,挨家挨戶,要求災民們簽名。只是上面日期、竟是9月21日,懷疑縣府偽造文書。
-這樣就不對了啊,這樣就變偽造文書了,怎麼會寫9月21?
鄰長拿著手中的文件,要居民們簽名確認,但仔細一看,這竟然是一張"不同意撤離"文書,上面的日期,有點詭異。

鄰長一問三不知,直說自己,聽命行事。就怕簽了會出問題,當事人趕緊塗消簽名,痛批花蓮縣政府,根本詐騙。

“他事後叫我們補這個,我們當然心存疑慮啊,因為這陣子,剛好是縣政府,一直要把球踢回來鄉公所,而鄉公所又跟村長,或村幹事和鄰長,做這種事,我們當然會有一點保護自己的(反應)。”

“她叫我們簽,然後日期就不對啊,因為它(縣府當時)根本就沒有叫我們驅離啊。大家都精疲力盡了,你還在做這種調查。”
村民們罵聲連連、因為堰塞湖再9月23日溢流釀災,事發已經三週。鄰長卻突然進行"慢性病"填寫調查。同時夾帶一張"不同意撤離"的文件,要村民順便簽一下,沒想到卻被抓個正著!

儘管縣府極力解釋、卻無法說服外界,指揮官當場要求表格必須修改、才不會造成民眾混淆。
