Recovery efforts still underway in Guangfu one month after flooding

Thursday marks exactly a month since the flooding in Hualien’s Guangfu Township. But it’s only the beginning for locals to get back on track. Local small businesses have not had any income for a whole month, and many places still require cleanup. The central and local governments are still organizing efforts to help locals through this challenge.

It’s been a whole month since the flash flood in Guangfu Township. From a bird’s eye view, it can be seen that roads are now open, but there’s still a lot of cleanup to do.

This was once the liveliest place in all of Guangfu. Now, even though the government has announced that water and electricity have been restored to more than 90% of the area, many shops still cannot reopen.

Classes and work have been reinstated for more than two weeks now, but for many local residents, they’re still a long way from normalcy.

At the beginning, I couldn’t sleep for a week. Now I can sleep, and at least I don’t feel so much fear. I think we won’t be able to work as usual until after the Lunar New Year. But for us to return to complete normalcy, it might take three years.

Ms. Wang, a local shop owner, has been running this fried chicken place for more than 10 years. It took a single flood to destroy all her equipment. She hasn’t made any money since the flood. But the bills never stop coming. She breaks down in tears knowing that her child is well-aware of her hardship.

- My child said they’ll only eat one meal a day to help.

- Do you expect this to go on for more than a year?
- At least.

Bao’an Temple on the hard-hit Fozu Street was half-buried in mud immediately after the disaster. Now, worshippers are returning to pray for swift recovery.

A dozen statues of deities were washed away. We managed to retrieve five. There are probably still four or five out there.

An artisan volunteers to repair the statues, removing mud from the cracks at the base. Once they’re ready, they’re put back on the altar to bless the town. Now that the red warning at the Matai’an barrier lake has been lifted, Guangfu is ready to move on.

The Hualien County Government’s ten subsidiaries of tourism, social affairs, civil affairs, economic affairs and agriculture, environmental protection, health, Indigenous peoples affairs, land administration, and the local tax bureau, together with the central tax authorities, will continue to serve everyone at the arts and culture center.

Meanwhile, the command post for disaster recovery will also transition into a recovery service center to help people get back on their feet.

洪災滿月! 光復鄉百廢待舉 自營業者難復工.保安寺恢復參香

光復溢流災情滿月,馬太鞍溪堰塞湖紅色警報,也在週三確定解除,代表災區從救災,正式進入災後重建階段。只是,馬路雖然已經恢復正常通行,但居民家當,全都沒了,自營業者更是從事發至今,都難以工作,嘆要回到正常生活,可能至少得要三年。

光復溢流滿月,空拍畫面,紀錄下主要幹道已經恢復順暢通行。但路旁空地、田間,仍是灰土掩埋。

“這裡曾經是光復最熱鬧的地方,雖然政府已經宣佈,道路跟水電已經恢復八九成以上,但是這些店家,還有許多仍無法營業”

光復恢復上班、上課,已經兩個多禮拜,但好多居民的生活,無法,走回正軌。

“我剛開始是一個禮拜都沒辦法睡覺,現在就是說可以睡,最少說沒有那麼的恐慌,我們能正常上班,我的預估可能要到過年後,但是回到之前的正常生活,可能要三年”

王小姐這間炸雞店,開了十多年,哪知遇上洪災,生財工具,全泡泥濘。收入停在水來的那一刻,與此同時,一整疊帳單、房貸,繳款期限追著他跑。想到孩子跟著吃苦,王小姐,情緒潰堤。

- 你預估這樣會超過一年以上嗎
- 跑不掉

復原路漫漫,重災區佛祖街,原本被淹掉一半的保安寺,淤泥退去,有信徒造訪,點上一祝清香,祈求光復平安。

“神明的部分也有十幾尊被流失,撿回來五尊,到目前為止,可能還有四尊,五尊還在外面”

神像修復志工,仔細清除底座泡水後龜裂,卡在裡面的泥土,讓神尊能重回神龕,繼續庇佑當地。而馬太鞍溪堰塞湖紅色警戒,正式解除,也代表光復從救災,邁入重建階段。

縣府前進指揮所轉型成復健服務中心,提供災民後續服務,重建路,現在才剛開始。
