Rogue 155mm shell smashes against 3 homes during drill

Three homes almost got smashed to smithereens during a military drill that went wrong in Changhua. A stray 155mm shell veered from course during an exercise in Xizhou and crashed against the verandahs, metal doors and fences of three houses in the area. It also completely knocked down a tree. Fortunately, the shell didn’t explode, or it could’ve been a disaster. Residents were shocked, but ultimately not injured. Lets’ hear from them.

It was lucky. Normally, the shell would’ve exploded upon impact, but it didn’t blow up. There were people inside.

The shell grazed past the metal awning at one home, then struck a metal door and bounced back, destroying a tree at another home. It bounced off and crashed against the ground again, smashing into the brick wall of a third home. The commander of the unit that fired the shell visited the site in the aftermath of the destruction and apologized to residents. He said the military will be in charge of making repairs.

陸軍演練出包！4日在彰化溪州鄉，進行火砲射擊訓練，卻有1發155公厘榴彈，不明原因偏離軌道，接連擦撞3戶民宅的遮雨棚、鋁門與圍牆，還撞斷一棵樹，幸好沒有引爆炸裂，沒造成居民受傷。

砲彈先擦過1戶民宅的鐵皮遮雨棚、撞擊鋁門，再反彈撞斷第二戶的樹木，隨後落地彈起，最後撞上第3戶的磚牆才停止。事發後，單位指揮官親自到現場慰問居民，表達歉意，也獲得住戶諒解，後續將負責維修房屋。

The Taiwan Medical Association and the World Medical Association held the International Symposium on Transforming Healthcare on Dec. 4. In 2021, the World Medical Association formally passed a resolution supporting Taiwan’s participation in the World Health Assembly and the World Health Organization. In his opening remarks, President Lai emphasized that building a Healthy Taiwan stands as one of the country’s key policy priorities.

Our policies aim to keep Taiwanese healthcare current and our people healthy. First, we initiated a healthcare policy transformation, using digital technology and AI to build a smart health system for all ages and settings, offering early warnings and timely intervention. The era of AI is here, so we are also leading 10 new AI infrastructure initiatives. With enhanced AI, cybersecurity, and data governance, we are establishing a national cybersecurity system for healthcare.

Taiwan has been a leader in developing universal health coverage over the past decade. Within this system, it has also been very strong to develop family practice primary care. This is something that is missing in many parts of this world. That is still something that most of the healthcare systems still have to develop and can learn from Taiwan.

This year’s international symposium focused on topics such as transforming health care, universal health coverage, AI, green healthcare, and collaborative healthcare systems. Over a hundred Taiwanese and international experts gave speeches and participated in discussions.

With a population of more than 23 million people, Taiwan sits at a critical nexus in regional and global health surveillance. When I think about transforming healthcare, getting back to basics, there are a lot of core building blocks of having a great healthcare system, as Dr. Kitulu is addressing. In some ways, it hasn’t changed even as technology changes. When we think about making sure how our patients in our communities have fantastic access to high-quality healthcare, we need systems in place in countries like Taiwan has, making sure that everybody has insurance or access to doctors and hospitals. We need a workforce and a workforce of other members of the healthcare that is adequately supported. Whether that is in terms of resources or all the things that they need to take great care of their patients.

First, universal health coverage is not merely a policy. It is a symbol of a nation’s civility and health resilience. Regardless of income, age, place or residence, every individual should have access to affordable, high-quality health services. In addition, a meeting was convened to discuss the WMA Declaration of Taipei, which addresses ethical considerations surrounding health databases and biobanks.

Yu-Cheng Social Welfare Foundation inaugurates green building

The Yu-Cheng Social Welfare Foundation has opened Taiwan’s first low-carbon sustainable sheltered workshop building. In addition to providing employment and training for more than 80 workers, the park has adopted low-carbon building strategies, making it a green building. FTV reporter Stephany Yang has the story.

At the new park, sheltered employees are busy washing cars and preparing baked goods. This facility provides jobs for more than 80 workers. Located beneath Jianguo South Road Bridge, the park has a restaurant and a car wash center. The foundation has redesigned pathways that connect the two workshops into one unified space.

Even though Taiwan has about 200,000 people with intellectual disabilities, around 30% require full-time care, while 70% can be trained and given work opportunities. For them, having a job brings great happiness—they are always punctual and eager to come to work every day. If cities and counties across the nation could provide more of these opportunities, they would not have to stay at home, which often creates a heavy burden for their families.

The park incorporates low-carbon building strategies, reducing emissions equal to the annual carbon absorption of 30 hectares of forest. It features Taiwan’s first 50-ton rainwater recycling pool, supplying water for irrigation and cleaning, cutting tap water use, and solving flooding problems under the bridge. The building was honored with the Net Zero Architecture Award, and is the country’s first official structure built beneath a bridge.

In the past, we suffered greatly from flooding, so we wanted to turn rainwater into a positive energy source. During the reconstruction process, we made water a resource for recycling and reuse. Rainwater collected from the bridge surface is gathered, treated, and disinfected, then reused in the park for cleaning and as irrigation water for toilets.

Since its establishment in 1994, the Yu-Cheng Social Welfare Foundation has been providing comprehensive care and employment support for people with intellectual disabilities.The foundation hopes this new park will not only serve as a new gathering spot for people, but also a place where people with disabilities are accepted and respected.

Sweet traditions on Huaxi Street: 72 years of mochi

As winter returns and temperatures fall, people start to crave warm desserts. One shop in Taipei’s Huaxi Street Night Market is ideal for satisfying this craving. It’s been around for 72 years, specializing in mochi. Although the next generation has taken over management, the 88-year-old founder still takes care of customers every day. People who have eaten there since they were young now make sure to bring friends to enjoy their authentic Taiwanese desserts.

Using a ladle, a chef gently stirs a simmering pot of white mochi. When the mochi rises to the surface, they take them out and roll them in crushed peanuts, ready to be served.

When we were really busy, we used to sell around 12 kilograms in a day, about 200 to 300 pieces.

This dessert shop only uses Taiwanese sticky rice to make its mochi. Located in Huaxi Street Night Market, it sells hundreds of mochi each night. It’s been around for 72 years, and many customers have enjoyed it since they were young.

I’ve been coming here for over 50 years. Their mochi is all made from local rice, and it has a great texture.

When I was in kindergarten, my parents would order take out and bring it home. When I grew up, I started bringing people here to enjoy mochi, because it really is delicious.

The shop also sells sweet porridge made with sticky rice and longan, as well as red bean soup and taro soup, which are simmered for hours the night before.

I haven’t had warm mochi in a while. I think it’s delicious.

People love sharing these desserts with their friends, and foreign tourists often come to try. This family-owned shop is already in its third generation, now run by Mr. Chen, his sister, and his mother.

Technologies must be industrialized. Combining technology with medical supplies is indeed an important trend. Taiwan has such a bustling ICT sector. Semiconductors are applied to all of the medical equipment we’re showcasing today. International buyers trust our products.

For example, patients with Parkinson’s disease may eventually have trouble moving or waking. This can be ameliorated with this compact wearable device developed by ITRI. It consists of sensors and electrical signal emitters in one. When worn around the thigh, it can sense whether the wearer is attempting to stand, walk or sit. It then releases a corresponding stimulus to the local nerves, communicating with the motor cortex on the frontal lobe and thus allowing the patient to initiate movement.

The chip has a two-way feedback loop. It can sense your muscles and trigger an electrical signal, allowing you to move your muscles more effectively.

A projection of subcutaneous veins is clearly rendered as soon as one places a limb under this device. Medical staff can then quickly locate where to insert a needle, so they won’t have to make multiple attempts in difficult cases. This device is also useful in medical and nursing training. There’s also a coaxial projective imaging system using infrared rays. This allows surgeons to operate precisely without having to shift their gaze back and forth between the patient’s body and the screen.

Even though turnover is only NT$60 billion, it’s grown by at least 4%, for our digital and smart medical devices, that is. They involve sensors and algorithms, in other words, some AI too, which is capable of making predictions of results.

Taiwan’s biomedical industry generated a total of NT$775.4 billion last year, with fast growth in digital and smart medical devices. Taking advantage of chipmaking capabilities too, the potential is vast.

Computer error in test triggers recall of thousands of tilapia fillets

Thousands of tilapia fillets were pulled from shelves earlier this week, after news came out that the fish had been contaminated with a banned veterinary drug. Well it turns out, that it was all for nothing, as the test results were actually a computer error. A lab technician had input the wrong settings on the computer, causing the final value to be 10 times higher than reality. Kaohsiung City Mayor Chen Chi-mai has apologized to fishers and retailers, saying that the city will compensate all parties affected.

The mayor’s apology comes after the Kaohsiung Health Department announced that tilapia fillets sold at PX Mart had been contaminated with a banned substance. It turns out it was a computer error.

During the test, a technician made a mistake with the computer settings, which caused the values to be off by a factor of 10. The correct test result is negative for the drug.

The city’s health chief says it was just a one-off, and that all lab results go through two review screenings. So how come the second reviewer didn’t notice the mistake?

It was an oversight. These are routine tests, so they assumed that all settings were stable. The second reviewer repeated the test, but did not double check whether the system settings had been altered.
