Motorist protests parking fine after scooter moved onto dividing line

Imagine getting a parking ticket, even though you parked in a legal spot. This happened recently to a driver in New Taipei City. He parked his scooter within the lines, only for it to be moved by someone else so that a part of the stand was hanging over into the neighboring handicapped spot. The result: a NT$1,200 fine. The man was upset, saying he was parked there a while and didn’t know when it got moved. He wanted to protest the ticket, but couldn’t get the footage in time, calling the whole ordeal a headache.

This blue scooter looks to be parked properly within the lines. But if you look closely, part of its stand and front wheel are just slightly jutting over into the handicapped space next to it. The driver was hit with a NT$1,200 fine for the infraction.

I parked here around Feb. 25 and didn’t move it after that. Then in early April, I checked my phone and saw I got a ticket. No one intentionally parks in the handicapped spaces. I had parked within the lines. In Taiwan, it’s common for people to move others’ scooters.

Looking over the ticket, the driver couldn’t believe what he was seeing. The scooter that he had parked legally, well between the lines, was fined after someone else moved it into the handicapped space. By the time he wanted to appeal, footage from the nearby CCTV cameras had already been erased.

It’s such a headache. I’m dumbfounded. It’s unreasonable to issue a fine for the stand touching the blue line. Of course, I wanted to appeal, but the process is a huge hassle and eats up time. What I’m really afraid of is, since I got the fine on April 2 and I’ve been parked there the whole time, did I get more fines? I don’t know yet.

We used a tape measure to see just how far over the bike was. From the edge of the white line to the foot of the stand is about 5cm. Do those 5cm really warrant a NT$1,200 fine?

You can see that the scooter’s stand is now firmly on the white line, but part of it is sticking out into the handicapped space. So would this count as occupying the space, too?

Vehicles should be parked fully within the space. If the body or any part of the vehicle exceeds past or rests on the line, we will consider it on a case-by-case basis before issuing a fine.

Figuring out how to park legally can sometimes be a guessing game. If you park at the very end of the row, it’s best to take a photo as insurance in case someone decides to play musical chairs with your bike.

機車停在停車格,竟然被開罰單!新北市一名男子,把機車停在車格內,沒想到被人移動,導致機車的中柱,有些許壓在身心障礙車格線上,還因此被檢舉,吃上一張1200元的罰單,男子無奈的說,自己停了一陣子,根本不知道是哪一天被移動,收到罰單想申訴,調監視器也來不及,直呼擾民。

大馬路邊,臨時停車格,一輛藍色機車好好停在車格裡,但是仔細一看,機車的中柱以及車輪,稍微的壓到了一旁身心障礙停車格的線,沒想到騎士因此被檢舉,吃了1200元的罰單。

“我大概是2月25號停在這邊之後,我車就沒有移動,然後我到4月初的時候,我看我的手機,我就收到了罰單。不會有人刻意去壓那個身障格,基本上我就是停在格線裡面,在台灣其實很多人,都會去移動那個車子。”

拿出罰單看了又看,投訴男子的語氣滿是無奈,怎麼也沒想到,自己的機車,原本好端端的停在車格內,竟然會被人移動、還被檢舉,想申訴調監視器,卻也超了時效。

“很擾民,而且我很錯愕。一根中柱去壓到藍線被開罰單,我覺得很不合理。當然會想申訴啊,只是申訴流程很麻煩,這又要我自己花時間,而且我現在比較害怕的是,因為這個被檢舉之後,他是4月2號被檢舉,那這段期間我都停在停車格裡面,會不會還有其他張(罰單),還沒有寄過來,這個都還不知道。”

實際拿出捲尺量一量,從白線的最旁邊,一直到中柱壓住的位置,大概是5公分,沒想到這短短的5公分,換來一張罰單。

“實際來到被檢舉的停車格,可以看到現在車輛的中柱,是壓在白線上,但是旁邊這一根,它是凸到了身障格,民眾也質疑,那這樣到底算不算佔用身障格呢?”

“應將車輛完整停放於停車格內,若車體或車輛所屬一部分,超出停車格線或有壓線,將依個案認定是否違規再行開罰。”

車要怎麼停,才不會被開罰,偶爾還是讓人一頭霧水,如果停在最旁邊,停好車也可以先拍張照,當成保護自己的依據,免得荷包失血。
