
A few days ago Papua New Guinea suddenly announced it was closing the Taipei Economic Office, a unilateral move that’s believed to be due to China playing unfair games. Also unfair is the difference in media budgets for Taiwan and China, because Taiwanese ministries like the Mainland Affairs Council only has a media budget of NT$10 million annually to compete against China, which has well over NT$200 billion to paint itself in a positive light.
Just hearing the tone of DPP lawmaker Lin Chu-yin’s voice is enough to know the sense of injustice she’s feeling now. She’s standing up for the Ministry of Foreign Affairs and Mainland Affairs Council, who have been fighting an unfair battle ever since KMT and TPP lawmakers slashed their media budgets. With China spending over NT$200 billion a year on media, it’s clearly a situation of David versus Goliath.

For our media budget, it’s basically only a little more than NT$10 million a year, yet over there they have an enormous amount of funds, so they’re able to produce a lot of media and information that portrays them in a positive light. In the future all this content will become part of their database, which AI systems will then share with countries around the world.
China’s more than willing to play dirty, including cyber warfare and a host of methods to suppress Taiwan, such as getting Papua New Guinea to close their Taiwan office. MOFA revealed that Papua New Guinea asked for the Taipei Economic Office to have its name changed, which is still at the negotation stage. The sudden attitude change in Papua New Guinea seems contradictory, as Taiwan’s CPC signed a 20-year procurement contract for natural gas.

We’ll continue to discuss the trade relationship between Taiwan and Papua New Guinea, which of course involves natural gas procurement. We’ve called on the Papua New Guinea government to take an honest look at the amount Taiwan has invested into Papua New Guinea in terms of international exchange and economic cooperation.
China is doubling down on its cognitive warfare efforts, showing it’s fully committed to unscrupulous behavior. And what’s making life even easier for China’s government is Taiwan’s opposition lawmakers slashing media budgets.

巴布紐幾內亞日前無預警關閉我國駐館,外交部長林佳龍狠批,是巴紐外交部長基於個人利益、靠攏中國所為,不過中國不只透過他國來施壓,每年更是砸下2千多億台幣打網路滲透戰,反觀我國外交部、陸委會媒宣費遭藍白大砍,讓民進黨立委看不下去,大酸「部會首長得靠個人社群發布資訊,乾脆當網紅算了。」
民進黨立委林楚茵話中帶酸,替外交部、陸委會抱不平,因為兩個部會的媒體宣傳費,遭藍白大砍,反觀中國大外宣,每年重金砸下2000多億元台幣,數量明顯輾壓。

除了大打網路戰,中國對台施壓,無所不用其極,日前巴布紐幾內亞無預警關閉我國駐館,外交部證實,中間曾經歷被要求改名,如今都還在交涉中,只是我國每年向巴紐採購天然氣,中油更和巴紐簽有20年長期採購合約,如今巴紐行為形同突襲。

中國加大認知作戰力道,無所不用其極,在野黨若大砍部會媒體宣傳費,最高興的當然是中國。
