
The Siraya people, a plains Indigenous tribe, are officially Taiwan’s 17th recognized Indigenous ethnic group. The tribe’s roots are in Tainan, which just so happens to be where President Lai Ching-te started his political career back in the 1990s. Premier Cho Jung-tai presided over the tribe’s ceremony, and during his speech he commended the Siraya people for their work in culture revitalization and name rectification, a process that began over 3 decades ago.

The president told me that he was truly moved. He reminisced about the days when he was the mayor of Tainan City. He personally saw many of the tribe members’ hard work over the years, which started in the 1990s. There was so much work done on revitalizing your culture and somehow even more work was put into the name rectification movement. During his time as the mayor of Tainan City, he could feel how you were looking forward to these changes, so that’s why he went to work on this task. So he told me to hold this ceremony approving your status as quickly as possible, and to make it a meticulous, consummate, and successful event. Finally I can tell the president that with the blessings of the tribal elders and everyone here, and the blessings of the country, that we, the president, and the people of this nation declare the Siraya people are an Indigenous ethnic group of Taiwan.
Premier Cho noted that August 1 is Indigenous Peoples’ Day. The recognition of the Siraya people confirms their rights as an ethnic group, and their new status is an example of transitional justice, multiculturalism, and constitutional protection of rights. Cho also pointed out that there are 8 other tribes that have applied to the Council of Indigenous Peoples to be recognized as Indigenous peoples. Cho has asked the council to carry out follow-up work involving these groups and he also has told government ministries to comply with different measures that guarantee the rights of the Siraya people.

平埔族群正名邁入歷史新頁! 行政院週四正式核定西拉雅族成為台灣第17個原住民族,是行政院核定通過的第1個平埔族,不僅可取得原住民身分,更由族人自主決定族群所屬成員,正名宣告典禮上,行政院長卓榮泰也親自出席見證,跟正名運動的族人、耆老交流致意。

“總統只跟我說,他非常的感動。他記得他在臺南市長任內,看到很多的族人朋友們長期的奮鬥,從一九九零年代開始,就展開了各項的文化復振的工作,也展開了更更多多的正名運動。他在臺南市長任內感受到族人朋友們對這樣的期盼,他就開始了這項工作。所以他只交代我,儘快的把這個核定證明的儀式,很慎重、圓滿的、成功的辦完。我終於可以向總統說,帶著耆老跟各位的祝福,對國家的祈福,我們跟總統、跟國人說,西拉雅族是臺灣原住民族。
卓院長表示,週六就是「原住民族日」,此項核定案除確認了民族集體權,更是對歷史正義、多元文化與憲法保障精神的具體實踐。卓榮泰指出,目前除西拉雅族外,還有8族已向原民會提出民族核定申請,請原民會持續推動後續審議作業,並請相關部會配合辦理各項權益保障措施。
