Gov’t struggles to recruit and retain public service vets

Taiwan’s 2.5 million registered pet cat and dogs has outnumbered kids aged 14 and under. Increasing pet ownership has made private vet practices increasingly attractive for graduating vet students. So much so, that the government is now struggling to hire and retain public service vets that oversee the health of livestock animals, which is crucial for food safety and public health. Of the 6,000+ practicing vets, only a little more than 10% work in public service. The rest specialize in companion animals. Even though the government has introduced bonuses for public service vets that do not also practice privately, that is still not enough to solve the problem. But is it just about money? Let’s find out in our special report.

I’m now pressing into the gluteal muscles, the buttocks, because the gluteal muscles promote hi joint extension. This muscle has to relax for this function to be fully utilized.

Black Bean survived flooding in Hualien’s Guangfu Township, but got its hind leg ran over by a construction vehicle, putting its life at risk at one point. Its owner couldn’t bear to give it up, so Black Bean was entrusted to a volunteer to get treated in Taipei. Now, it’s gradually regaining its ability to walk.

Pet cats and dogs are now considered members of the family by many owners, who therefore willingly devote to them attention and resources. This trend is reflected in the career path of vet school graduates: around 70% go into pet care.

Other than pet care, there is a smaller group of vets who contribute their expertise in other fields.

Wearing a lab coat, holding a dropper in hand and monitoring data on the screen, these public service vets are conducting antibody serology tests.

Public service vets are practitioners who have passed the national exam to become civil servants. Their duties include animal inspection and quarantine, and animal protection services such as treatment and sheltering.

Many of our disease prevention, quarantine, and food safety measures rely on these public service vets. They have to visit pig farms, chicken farms, and cattle farms in various places to see if there are any outbreaks or other issues. They have to conduct epidemiological investigations and teach farmers how to use disinfectants. These are all things that public service vets are responsible for.

Most of their world involves animal transmittable disease prevention. They’re also responsible for culling should there be unusual animal deaths, as well as identify the pathogen within 24 hours to prevent the spread of diseases.

Testing may look easy, but the single word “testing” encompasses several tens—even up to 100—steps, and each step involves more than just one item.

Veterinary Research Institute Director General Deng Ming-chung remembers the African swine fever outbreak in 2025. At the time when spontaneous mass deaths on a Taichung farm was first reported, officials initially ruled out African swine fever as the cause, since Taiwan had ASF-free status. Instead, tests were conducted for classical swine fever and other respiratory diseases, but all turned out negative. It was then that officials believed it was African swine fever.

Oftentimes, we do not see the specimens on the frontline. But we can observe them through other means. For example, we look at the extent of lesions, the characteristics of the lesions, and the mortality rate of the specimens they send in. We consider all these factors comprehensively, and at that time we suggested that they should test for both classical swine fever and African swine fever. And the African swine fever test did come back positive.

Thanks to the public service vets, the outbreak was successfully contained before it could escalate. The vets also completed the culling, identified the virus and devised epidemic control measures—all under a tight schedule, even sacrificing rest and sleep.

They’re not considered as conventional workers, so their overtime is deemed as voluntary. Last year, during the ASF outbreak, I witnessed epidemic prevention officers of the central government and vets of the local government work into the wee hours, until 2 or 3 a.m., only to clock in again between 7 and 8 a.m. to continue with epidemic prevention and quarantine work. These people have it really tough, and they’re not afforded the same protection as usual workers.

What’s more, even during such an emergency, their animal protection work—dealing with the public’s reported cases—didn’t stop.

At 7 a.m., the Taipei Animal Protection Office’s rescue team has already arrived at the National Chengchi University campus to catch stray dogs, because members of the public reported that they bite. Catching stray dogs is not an easy task—you could get injured. Sometimes, people oppose having strays captured, leaving animal protection officers sandwiched between their duties and public expectations.

Even if they were to make the tiniest mistake—no, not even that— if people aren’t satisfied with what they do by the very slightest, especially if those people are animal rights activists, the officers could become targets of attack by city councilors or the media.

Increasing animal rights awareness makes it so that animal protection offices must swiftly respond to reports of animal abuse and issue statements to the public.

Animal protection cases, which we deal with, are widely watched by society. For example, there was a video posted online recently, in which the owner beat his pet corgi. Something like this would quickly go viral on the same night it’s posted, and the animal protection office must respond just as quickly.

Rescue doesn’t end once the animals are captured. They need to be taken care of, and updates must be posted online so the animals can be successfully adopted.

If not, their longer care falls on the shoulder of public service vets.

We really do need to spend a lot more time on animals that have deteriorated, or are older, or with reduced mobility. They also require more frequent medical interventions. For example, you’ll have to give them painkillers or joint supplements. They really do require more frequent treatment and intervention. It becomes a greater burden for frontline staff, whether physically or psychologically.

Before 2017, sheltered animals can be euthanized 12 days after being posted up for adoption. Putting down animals so frequently was a huge burden for Chien Chih-cheng, a former public service vet in Taoyuan. She had euthanized 700 dogs in just two years on the job.

Animal euthanization is done by local government agencies. There wasn’t a no-culling policy before, so many animals that weren’t doing well, after an evaluation by the vet, would be put down. She withstood a lot of pressure by animal rights activists. They characterized her as an assassin with a lust for animals’ blood. But she was actually an animal lover.

As a civil servant, she was only carrying out orders, even if reluctantly. In May 2016, Chien took her own life by giving herself a lethal injection.

Stepping across a pile of cow dung, vet students at National Chung Hsing University are here at the livestock research center on campus for practical training. Today, they’re practicing collecting blood samples from cattle for tests and administering vaccines.

- Isn’t it dangerous to collect a sample like this?
- Yes.
- Some cattle will kick. We have clamps to prevent that. The method must also be correct. We should be drawing blood from a vein.

They can pull off a spin hook kick towards the back. Once when I was drawing blood from a more skittish cow, it kicked me on the thigh. It was painful. I got bruises all over the area.

It’s not just hard work. There’s also risk of infection. However, most farm vets seem uninterested in public service, despite greater job stability. Their responses reveal why there’s a shortage for public service vets.

Public service jobs are more administration-related and public facing. You do a lot of administrative work. But most vets are motivated by the prospects of clinical work involving animals.

Dr. Duan Yun-chieh is a large animal vet. He often conducts intrarectal palpation on the job, which is really not so different from public service vets, who also conduct regular tests on animals. Duan did want to enter the public sector at one point, specifically at the zoo. He changed his mind after finding out that he won’t be doing as much clinical work there.

We have a quota for 26 vets, and we’re now 9 short, meaning the vacancies are only 65% filled. If I were to hire 4 people this year, that would encourage 4 vets to resign, and so the shortage continues.

The shortage can also be attributed to a booming private market for pet care. A pet vet can expect to earn NT$100,000 with five years of experience.

As companion animals become more common, many of our students who’ve completed training and graduated, about 60% to 75%, would enter the market for companion animal care.

As an incentive to attract and retain public service vets, the government now offers them a bonus of NT$10,000 to NT$30,000 a month, depending on seniority, for not practicing privately. This scheme aims to close the gap in remuneration between the public and private sectors. However, that doesn’t get to the root of the problem. Their jobs should be streamlined instead.

You must separate animal protection and treatment. For example, the Pingtung County Animal Disease Control Center designates animal protection to the agricultural department, instead of giving the job to inspection and quarantine. Inspection and quarantine can only be done by qualified professionals. That’s the most important thing. Animal protection, that is, taking care of strays can be given to graduates of animal science or other degrees that involves empathy, such as psychology, or even others. These graduates can take care of stray dogs, so that vet manpower isn’t wasted.

Although the work of public service vets isn’t highly visible, it’s crucial for the country’s disease prevention. A shortage in manpower would have serious ramifications.

That will have great ramifications for the country’s disease prevention, quarantine and inspection, animal protection and food safety. Speaking of the African swine flu outbreak: the local government has honestly done their best to contain it. I don’t think they would have succeeded with a greater shortage in manpower. That would be devastating for the economy and food safety.

寵物醫療市場快速成長 公職獸醫面臨招不到 留不住的人力困境

台灣正式進入「寵物多過小孩」的時代!根據統計,全台寵物數量已突破250萬隻,首度超越14歲以下的兒童人口,這也顯示「毛小孩」的醫療需求和商機越來越大。目前全台有6000多名獸醫師,有近九成投身私人的寵物醫院和診所,相較之下,負責經濟動物防疫工作,與守護民眾食安的「公職獸醫」佔比一成多,而且長期處於招不到也留不住人的狀態,各縣市的缺額平均高達4成,而且怎麼補都補不滿。儘管政府從2025年6月開始,依不同職等,加發每人每月1到3萬元的不開業獎金,但整體效益仍有限,問題出在哪?請看我們第一線觀察。

黑豆來自花蓮光復,在洪災中逃過一劫,卻又遭工程車輾斷後腿,一度性命垂危,飼主不忍放棄牠,委託救災志工將牠帶到台北治療,如今已逐漸恢復行走能力。

現代人將貓狗視為「家人」,所以更願意投注心力與金錢照顧,獸醫系畢業學生,有七成左右,投入寵物獸醫市場。

然而,還有另一群獸醫,他們沒有追逐潮流,選擇在其他領域,貢獻他們的專長。

同樣穿著白袍,但手上拿的是滴管,眼睛看的是數據,他們正在採檢血清做抗體檢測,是公職獸醫。

所謂的公職獸醫,是獸醫師經國家考試,取得公務員身分,負責經濟動物的檢疫,動保業務的救傷與收容等等業務。

“我們很多的防疫,檢疫或是食安,都要靠這些公職獸醫去把關,他們要去查訪各地的豬場、雞場、牛場,看有沒有疫情,有沒有什麼狀況,他們要做疫調,要教農民怎麼樣使用消毒水,這些事情,都是屬於公職獸醫要做的事情”

公職獸醫大部分的業務,跟動物傳染病防治息息相關,若發生動物異常死亡,還要執行撲殺任務,而且要在24小時內找出病原,防堵疫情擴散。

“檢驗看起來都很簡單,因為它只是一句話,可是它裡面步驟,包含可能有數十個甚至到百,裡面的項目又不單純一項”

鄧明中回憶,2025年台中爆發豬隻異常,大量死亡時,因為台灣還沒有非洲豬瘟案例,所以會朝檢測傳統豬瘟,與各種呼吸道疾病為主,但結果都呈陰性,最後才懷疑是非洲豬瘟引起。

“因為常常,我們不是在第一線看到檢體,可是我們會從其他的方式,譬如說看到檢體的,他送來檢體的病變程度,病變的特徵,還有死亡率等等,我們這樣多方面綜合考量,當時我們就建議他,應該做做看傳統豬瘟跟非洲豬瘟,結果非洲豬瘟就驗出陽性”

還好有他們把關,在疫情還沒擴散前就發現,而且趕在限定時間內做整場撲殺,還要找出病毒,並制定防疫策略,當時有很多公職獸醫,幾乎是犧牲休息與睡眠。

“他們不是勞工,所以他們的加班,都是算是自願加班,去年發生非洲豬的疫情時,我看中央的防疫單位或地方的獸醫人員,他們都加班到半夜兩、三點,早上可能七、八點,就要再回來辦公室,再繼續做一些防疫檢疫的事情,理論上這些人都很辛苦,也都不像我們,受到勞工這麼好的保護”

除了和時間賽跑的防疫工作,公職獸醫還要處理民眾陳情的動保案件。

清晨七點,台北市動物救援隊來到政大抓遊蕩犬,因為這群遊蕩犬被民眾指控,會咬人。只不過抓狗並不容易,自己還會受傷,有時還會受到民眾質疑抓狗正當性,兩面都不討好。

“他們只要做錯一點點,不要說做錯,做一點點大家覺得不滿意的地方,尤其是動保人士不滿意的地方,就很可能找議員攻擊他們,或是去媒體上公審他們”

由於動保意識抬頭,民眾對於貓狗權益相當重視,特別是疑似發生虐待貓狗事件,各縣市動保處必須要及時處理,並對社會大眾說明。

“像我們處理動保的事情,很多都是社會關注的事情,比方說前一陣子發生在網路上打柯基狗的事情,這個事情很快,一下子一個晚上就可以網路瘋傳,動保處必須要很即時,快速的去處理”

第一線進行動物救援,後續也要負責照顧,還要將照料動物們的狀況Po上網,讓民眾了解,進而期待民眾認養。

但若等不到民眾認養,收容所的貓狗就會成為這些獸醫的工作業務。

“真的需要照顧這些失能,或者是比較老,行動不便的動物,牠會需要更多更長時間的照護,醫療處置也會更頻繁,譬如都需要餵一些止痛藥或是關節保護劑,所以牠的醫療處置會更頻繁,其實會造成就是第一線的工作人員,不管是體力或者是心理上,負擔都會更大”

2017年以前,政府所收容的動物,經公告12天後無人認養則可人道撲殺,桃園曾有一位公職獸醫簡稚澄,因為兩年內安樂死七百隻遊蕩犬,讓她受盡煎熬。

“動物的安樂死這一塊是由地方來執行的,當時沒有所謂的零撲殺政策,所以有很多的動物是需要在獸醫評估,牠狀況比較不好的時候,他們就會讓牠進行安樂死,她受到很大的動保人士壓力,因為動保人士罵她劊子手,就是殺人魔王,專門殺動物的,但她本身是愛動物的”

做為一名公務員,必須執行國家政策,但內心卻是極不願意,2016年5月,簡稚澄用安樂死的藥,結束自己的生命。

一路踩過牛的排泄物,這裡是中興大學畜產試驗場,學生今天要幫牛隻抽血化驗,還要打疫苗,這些工作都是獸醫系學生實習的必經過程。

在第一線不但辛苦,甚至有感染的風險,但問到一些在牧場工作的獸醫師,是否要考慮報考公務員,多了公職身分,讓工作更穩定,有保障,他們的回答,讓我們知道公職獸醫,人力短缺的另一個原因。

“公職大部分的工作環境,可能會比較偏,例如像是做行政,或是跟民眾做接洽,或是做一些行政上的工作,可能跟當初想要做,比較多臨床相關,或是實際可以碰到比較多動物的工作,可能會有一點出入”

例行性地幫牛進行觸診,段雲傑是一般大動物獸醫師,做的工作跟公職獸醫沒兩樣,也需要幫動物檢驗,原本段雲傑確實有想考公職,想去動物園擔任獸醫,但打聽工作內容後發現,跟他想走臨床實做有出入,所以才放棄。

“我們26個獸醫師,缺9個人,算起來大概在職的人數只有65%,如果我今年補了4個人,就會走掉4個人,所以這個機關不足額的狀態,是持續下去的”

公職獸醫缺口大,也跟日益龐大的寵物市場息息相關,因為資歷達五年,月薪就可上看十萬元。

“因為現在伴侶動物興起了以後,也會反映在我們訓練完學生,畢業了以後他們的就業市場,獸醫系的學生,大概會有60%到75%,會投入到伴侶動物的市場去醫療”

政府為了提升報考率,和留住公職獸醫,目前有提供不開業獎金,每個月依職等,從一萬到三萬元不等,希望能拉近和寵物獸醫的薪資落差,不過,想要根本解決人力荒問題,還是要從制度面著手,其中一個做法,是讓公職獸醫的業務,不要包山包海。

“動保跟這個部分要切開來,因為像屏東防治所,他是把動保的業務丟到農業處下面來處理,就不是由防疫單位來做處理,因為防疫檢疫這個事情,要有專人來處理,是非常重要的事情,動保這件事情就照顧流浪狗的事情,可以請一些譬如說動科系的人,或是一些其他職系,比較有愛心的,譬如說心理系,或是其他系所畢業的人來照顧流浪狗,不要讓獸醫的人力,去照顧到流浪狗”

公職獸醫師的身影,常隱身在你我看不見的角落,他們與民眾的距離,雖不如小動物醫院那般親近,卻是國家防疫體系不可或缺的守門人,一旦人力缺口持續擴大,危害的層面,將離我們愈來愈靠近。

“國家在防疫、檢疫、動保、食安這邊,就會出現大的裂口,非洲豬瘟的疫情,其實坦白說地方的部分,他們盡了很大的力量把非洲豬瘟控制下來,如果說人力不夠的話,我相信這些破口就控制不下來了,到時候造成經濟上的損失或食安上面損失,就不可計數”
