American entertainer crashes after narrowly missing reckless cyclist

On Wednesday afternoon, American entertainer and Taiwan resident, Tony Capatch, known locally as Ko Lung, was heading home from the gym when he crashed his scooter trying to avoid a cyclist. He accused the woman on the bike of not only failing to help him up but also scolding him that “he can’t swerve.” Ko Lung suffered minor abrasions and contusions to his limbs. The police have called the woman to come in for questioning, but since bicycles are considered slow vehicles, it may not be possible to treat it as a hit-and-run.
A red scooter speeds through a green light, when a woman on a bicycle begins riding further and further into the middle of the road. Although the motorcycle slows down, it loses its balance and falls to the ground. The woman stops and turns to curse at the rider.

He seemed to have rolled on the ground, so I quickly got him some tissues. If someone falls, you should at least show concern, but she just walked away.
Witnesses saw the accident and rushed to help. The incident occurred on Wednesday around 1pm in Zhonghe District, New Taipei City. The motorcyclist who crashed was American entertainer, Ko Lung. He was riding home from the gym when he tried to avoid the cyclist and fell to the ground, injuring both his knees and elbows.

How can you do this? How can you cross the road like this? Then she replied, almost scolding me, “Don’t you know how to dodge me?”
After crashing his bike and getting scolded, Ko Lung was left dumbfounded and helpless. His wife later posted on social media expressing her sympathy for her husband and angrily declaring that karma is real and the cyclist’s turn would come soon.

It’s true that there are a lot of reckless drivers, I think traffic in Taiwan is a huge issue, so I don’t take my child or wife on the scooter, it’s better to take them in a car.
Ko Lung is a 35 year-old artist, model, and athlete who has worked in Taiwan for many years. He has an Instagram following of over 31,000 and 116,000 subscribers to his podcast with his wife. Police have reviewed surveillance footage to find the woman.

Since, bicycles are considered slow vehicles, it is unlikely that this would be considered a hit-and-run under criminal law. Even if the police catch the perpetrator later, Ko Lung will probably only be able to ask for compensation to settle the matter.
Although criminal law stipulates that fleeing the crime scene can be punished with a prison sentence of six months to five years, the cycle is a slow vehicle and not a motorized one, so the woman can’t be considered to have fled the scene. It can only be handled as a traffic accident with vehicle damage.

16號下午一點多，在台美籍藝人柯龍，從健身房騎車回家途中，為了要閃避自行車騎士，導致他連人帶車摔倒在地，他控訴婦人不但沒有協助幫忙，甚至還嗆他"不會自己閃車"，柯龍四肢擦挫傷並無大礙，警方將通知婦人到案說明，但尷尬的是，腳踏車屬於慢車，恐怕無法用肇逃處理。
紅色機車綠燈直行，這時一旁騎腳踏車的婦女，卻是越騎越中間，機車雖然減速，還是重心不穩，自摔倒地，騎車婦人雖然停下車來，卻是回頭指著騎士破口大罵。

“他好像在地上滾了一圈這樣，趕快拿衛生紙給他。讓人家跌倒你好歹也關心一下，她就是直接走掉。”
民眾看到車禍，趕快上前幫忙。事發就在16號下午1點多，新北市中和景安路跟保健路口，摔車騎士是美國籍藝人柯龍，健身完騎車回家，為了閃車自摔倒地，兩腳膝蓋跟手肘都受傷。

“吼說，你是怎麼會這樣子?你怎麼這樣子過馬路?然後他直接回我，有點罵我說，你是不會閃我嗎?”
摔車還被嗆，柯龍傻眼又無奈，後續妻子也在社群PO文，心疼丈夫，怒嗆報應是真實存在的，等一下就換你。

“很多三寶是沒有錯，我會覺得說交通在台灣是一個滿大的問題，就是不要帶小孩跟老婆在騎車，應該是會直接用開車。”
自拍影片記錄健身，甚至講解廚藝小知識， 35歲的柯龍，是藝人、模特兒以及運動員，來台發展多年，IG粉絲3.1萬，跟妻子主持的Podcast也有11.6萬訂閱，警方已調閱監視器，尋找婦人行蹤。

“腳踏車由於屬於慢車，因此像這樣婦人鬼切害摔，在刑法上恐怕難以構成肇逃定義，即便後續警方逮到人，柯龍恐怕也只能跟他要求賠償費了結。”
雖然刑法規定，肇逃能處6月以上5年以下有期徒刑，但是婦人騎的腳踏車屬於慢車，不是動力交通工具，沒肇逃的問題，只能以交通事故的車損案來處理。
