Health minister outlines “Health Token” rewards program in FTV exclusive

Taiwan’s Minister of Health and Welfare Shih Chung-liang marked his first year in office by giving an exclusive interview to FTV, where he elaborated on his “Health Token” policy that rewards the public for getting medical checks and vaccinations. Shih also talked about his traumatic experiences working as an emergency physician at NTU Hospital during the SARS outbreak where he watched an infected colleague collapse. Let’s find out more.

The memory of working as an emergency physician at National Taiwan University Hospital during the SARS outbreak—watching a colleague get infected and collapse—is deeply etched in the mind of Minister of Health and Welfare Shih Chung-liang. That painful memory has now become nourishment, enabling Shih to make more well-rounded and flexible choices in his decision-making. This has led to the launch of the ’Health Token’ policy, which encourages the public to get health screenings and vaccinations

The higher the difficulty, the more tokens we award. For instance, a breast cancer screening earns 1,000 tokens. But with colorectal cancer screening, past data shows that among those who test positive during initial health checks, only around 80% actually go on to get a colonoscopy. Not everyone returns for it because the procedure is more demanding—so we offer 1,350 tokens for that.

Faced with the dual challenges of a declining birth rate and an aging society, Shih’s top priority is to transform the healthcare system.

衛福部部長石崇良上任滿週年，受邀上節目，分享他的健康永續藍圖，希望透過「健康幣」等政策，提升台灣的醫療韌性。基層出身的他，提到SARS爆發時期，在臺大醫院擔任急診醫師，石崇良說是第一次感覺離死亡這麼近！憶起目睹同事插管急救的畫面，差點流下男兒淚。

SARS爆發時、擔任台大急診醫師，同事感染倒下的記憶，讓衛福部長石崇良、刻骨銘心。悲痛回憶，如今成了養份，讓石崇良在做決策時，能更面面俱到，也更靈活，推出「健康幣」政策，鼓勵全民做健檢、打疫苗。

“難度越高的，我們給的幣越高，乳房篩檢就是給1000點，但如果是做大腸癌篩檢，過去健檢，大概檢驗完之後有陽性，最後真的去做大腸鏡檢查的，大概差不多八成多，沒有全部都回來，因為比較辛苦，所以這個我們給1350點”

面對少子化、與超高齡社會雙重挑戰，石崇良當務之急要拚醫療體系轉型。
