Taipei mayoral candidates comment on tackling capital’s housing problems

The issue of affordable housing has long been a challenge for the Taipei City government, and one that the incumbent administration has been criticized over. With the local elections just around the corner, the three candidates for Taipei mayor have given glimpses of how they would deal with the issue.

Chen was the first of the city’s three mayoral candidates to bring up the issue of urban renewal. Some of expressed curiosity over what his thoughts are on incumbent Mayor Ko Wen-je’s progress on the issue over eight years in office.

We’ve come up with ideas, and have taken input from experts. The next step will be for us to get a better understanding of the issue, to discuss it with more people, and then we can implement rolling amendments. Any city government, including that of Mayor Ko will work on the issue a long time, and will certainly encounter difficulties. In terms of finding where the difficulties lay and figuring out how to overcome them – that’s not something that can be solved through just talking about it.

Taipei Deputy Mayor Huang Shan-shan is also now formally in the race, after she recently tendered her resignation. Huang has come under fire from the KMT, who criticized her advocacy for transcending party lines, calling her a political chameleon. The KMT says Huang is a fence sitter who reaps benefits from both sides of the political spectrum. Chen has not shared in these attacks on her.

However she wants to change is up to her – everyone goes through changes. Using this to attack her as being a so-called chameleon is unfair, I feel. After all, within the pan-blue camp there are also some people who frequently change their stance on things.

The day after announcing her bid for mayor, Huang met with the operators of some smaller hotels to discuss a proposal. Huang suggested that older hotels could be renovated and converted into rental properties for older adults.

We would help older adults by managing their properties for them, and renting them out to younger people – and the rent would be comparable to that of social housing. I think this would be in line with our goals to implement housing justice.

The day before, Chen also issued a white paper on housing justice, saying the city should build 50,000 social-housing units within four years. However, Huang disagreed with the idea.

Social housing isn’t something you can just call for today, and then tomorrow it will appear. Why do we need to cooperate with private companies? Because the city spent eight years trying its best to build more social housing complexes, we really tried very hard to build them, but building social housing is not that simple. The neighbors always have so many opinions on the matter.

Huang held a press conference on the issue of social housing. But critics say she didn’t handle the issue well as deputy mayor and that she would just become another Mayor Ko. Seeing the criticisms against Huang emerge, fellow candidate Chiang Wan-an from the KMT seized the opportunity to express his stance.

Having young and old switch housing would be a win-win scenario. The Taipei government previously said it already had been working on it, but they actually didn’t start until March this year – and nothing has been implemented. If the government is going to handle urban renewal, we have to expand capacity and lower the threshold, and the government has to get involved as soon as possible.

With three candidates now in the race for Taipei mayor, things are heating up. The candidates have already faced off over the issue of housing, and given voters a glimpse of their policies on a key issue.

民進黨台北市長參選人陳時中,先前拋出都更政策,上午更親自到北市的’’都市再生願景館’’參加導覽,談到都更議題,他強調政見都必須和專家學者持續討論、滾動式調整,畢竟柯市府的確也做都更做很久,但要怎解決難題,可不是用講的就能解決。

陳時中先前率先出都更政策,外界好奇他怎麼看,柯市府8年都更政績?

“我們既然提出政見,也參考了專家的意見,接下來我們應該要對這議題,有更深入的了解,跟更多人討論,能夠做滾動式修正。任何市府,或者說柯市府也做了很久,那確實有些難度,難度在哪、怎麼克服,也不是用講的就會解決。”

隨著黃珊珊正式請辭投入北市長選戰,藍營群起猛攻黃珊珊,有國民黨議員痛批她喊著超越藍綠、其實自己才是政治變色龍,譏諷黃珊珊只會操作顏色、從中獲利,陳時中沒有跟進夾殺。

“她(黃珊珊)的定位要怎麼轉變,人都一定都會有所改變,用這樣就針對一個變色龍,我相信這樣也不公平,畢竟在藍營裡面還是有些人物也是經常在變嘛。”

宣布參選隔一天,黃珊珊立刻和小型旅館業者一起座談,提出將老舊飯店或旅館改建給長者使用。

“幫這個長輩的房子拿去包租代管,也就是他們去幫他把這個房子再轉租出去給年輕人,租金也相當於社會住宅的租金,這一點才是我認為符合居住正義的必要條件。”

前一天陳時也提出居住正義白皮書,喊出4年蓋出5萬戶社宅,黃珊珊不以為然。

“社宅不是你今天點出來,明天就會長出來,所以為什麼要增加民間公司協力,因為台北市花了8年蓋出兩萬多戶,費盡九牛二虎之力,都非常努力在蓋社宅,可是蓋社宅不是只有蓋社宅,旁邊居民的意見還是很多。”

黃珊珊提出居住正義政策記者會,遭外界痛批當副市長時不做,當市長才要做,台北不需要柯文哲2.0,蔣萬安逮到機會見縫插針。

“(我)透過青銀換居的方式創造雙贏,當時台北市政府他們也出來說,早就在做,但他們是今年3月才開始,而且執行率是0。對於公辦都更,我們要擴大量能,要讓門檻降低,政府及早介入。”

北市選戰確定是三強鼎立局面之後,候選人首先在居住政策上交鋒,積極爭取選票。
