
The highlight of the Asia-Pacific Economic Cooperation summit, or APEC, is the "Economic Leaders’ Meeting," which was held on Friday in Bangkok. Taiwan’s representative, TSMC founder Morris Chang, was in meetings all day, along with various heads of state. He has interacted with the U.S. Secretary of State Antony Blinken and Singapore’s Prime Minister Lee Hsien-loong, and also had a warm exchange with Canadian Prime Minister Justin Trudeau.
Shaking hands with Thailand’s Prime Minister Prayut Chan-o-cha, Morris Chang took part in the Economic Leaders’ Meeting, the highlight of APEC. The 91-year-old attracted some attention for wearing a face mask, but not as much as Chinese leader Xi Jinping.
Chan-o-cha greeted Xi with a bow as Xi stepped into the venue earlier than expected. As seats were assigned in alphabetical order, Chang sat on the front left of U.S. Vice President Kamala Harris. Xi and Chang were far away from each other and the two did not interact. At the welcome banquet a day before, Chang had warm exchanges with both U.S. Secretary of State Antony Blinken and Canadian Prime Minister Justin Trudeau.
When attending the afternoon’s activities, Chang received enthusiastic applause when he entered the room. He waved to the crowd and chatted with Singaporean Prime Minister Lee Hsien-loong. But not all was pleasant news for Taiwan. Speaking to reporters Prime Minister Anthony Albanese implied that Taiwan did not meet the requirements to join the Comprehensive and Progressive Agreement for Trans-Pacific Partnership, or CPTPP.
According to Australia’s national broadcaster ABC, Albanese said that the agreement was only for “recognized” nation-states rather than economies. That contradicts the text of the CPTPP, which says any state or separate customs territory may accede to the agreement, meaning Taiwan would be eligible. The Taiwanese foreign ministry has demanded a clarification from Australia to avoid misunderstandings.

與泰國總理握手寒暄,張忠謀出席APEC重頭戲「經濟領袖會議」,高齡91歲的他戴著口罩相當顯眼,不過壓軸登場的中國國家主席習近平,更是備受關注。
泰國總理鞠躬迎接,習近平提早一步邁入會場。而由於位置以英文字首排序,張忠謀左前方是美國副總統賀錦麗,與習近平的座位則是相隔甚遠,沒有特別互動。不過,其實前一天的歡迎晚宴上,張忠謀與美國國務卿布林肯、加拿大總理杜魯道已有熱絡交流。
出席下午議程,張忠謀一進場受到熱烈掌聲歡迎,他揮了揮手,隨後跟新加坡總理李顯龍聊了幾句。不過同樣也在APEC參與會議的、澳洲總理艾伯尼斯,卻表示不支持台灣加入CPTPP。
澳媒ABC報導,艾伯尼斯在曼谷說,跨太平洋夥伴全面進步協定,CPTPP的入會條件是「公認的獨立國家」,但台灣參加APEC代表的是經濟體。事實上,在CPTPP的規定下,台灣根本就符合參加資格。因此,我國外交部也已要求澳洲政府澄清原意,避免誤解。
