Defense ministry releases updated civil defense handbook after criticism

The defense ministry has released an updated civil defense handbook, after a backlash over the first version last year. The original was criticized for being impractical and unhelpful. The ministry says the new handbook is more comprehensive, and that an English translation will be published in the future.

This new version of the handbook is more comprehensive. Later it will also be available in English so that foreigners can read it too.

When the first handbook was released last year, it was blasted for asking citizens to call the water company’s hotline in the event of a wartime water cut. Critics asked if the hotline would even be operational. The handbook also said citizens must present their household registration certificate to get rations during shortages.

The updated handbook says that during a water outage, supplies will be provided region by region. Sound trucks will be sent to announce water supply stations. To buy rations, presenting a personal ID will now suffice.

Concerns still remain over whether the QR codes in the handbook will be usable in wartime, as internet services may be disrupted.

因應兩岸緊張情勢，國防部去年公布「全民國防手冊」，但內容挨批與現實脫節，像開戰時停水，竟然要民眾撥打自來水公司客服專線；要購買民生物資，民眾還必需攜帶戶口名簿。對此，國防部表示，經多次跨部會研討，新版今天(13)正式公布，內容更周全，已經上傳"全民防衛動員網"，供民眾下載。

去年舊版一公布，內容遭外界撻伐，像開戰時若停水，居然要民眾撥打1910自來水公司客服專線進行詢問，能通嗎。民眾到民生品配售站要購買民生物資，必需攜帶戶口名簿才領得到。

這回新版，停水問題，將啟動分區供水，並出動廣播車，通知供水站位置。購買民生物資，改持代表個人身分之憑證。

外界也關心，萬一開戰，手冊上相關QR CODE、網址連得上嗎。
