MOEA launches investigation into four firms accused of collaborating with Huawei

The Ministry of Economic Affairs has launched a probe into four Taiwanese companies that have been accused of helping Chinese tech firm Huawei build chip plants in China. The firms could each be fined up to NT$25 million if they are found to have violated the Cross-Strait Act. Let’s hear from the economics minister.

The firms have offered an explanation, but we will still investigate the case. Firstly, we want to understand what their business in China actually involved, and whether there are any discrepancies with the investment projects approved by the government. If they do not match, the Cross-Strait Act does indeed stipulate fines.

The four firms investigated are Topco Scientific, United Integrated Services, Cica-Huntek Chemical Technology Taiwan and L&K Engineering. All four allege they were only involved in low-level wastewater management and environmental projects, and had nothing to do with products listed as controlled strategic high-tech commodities. Economics minister Wang Mei-hua says stricter controls will be implemented on regulated products, with further details to be announced by the National Science and Technology Council.

四家台廠被點名幫華為蓋晶圓廠,現在經濟部啟動調查,發函業者說明,如屬實將依兩岸條例最高可罰2500萬。

“雖然廠商初步有說明,不過我們也啟動相關的調查。第一個當然我們也要了解,他在中國的實際的營業項目,跟當時我們投資核准的項目有沒有吻合,這個部分如果不吻合,確實兩岸條例裡面,有相關的處罰的規定。”

被點名的四家廠商,包括台灣崇越、漢唐、宏晟、亞翔都出面喊冤,強調進行的都是低階廢水、環保工程,沒有涉及管制產品。王美花也說,近期會針對台灣「關鍵技術」祭出較有強度的管制,由科技部來公布。
