Relief workers transported by helicopters to assist with disaster relief at Orchid Islan

Orchid Island off Taiwan’s southeastern coast was devastated by Typhoon Koinu. Phone signal remains unstable in many villages on the eastern side of the island. Early Friday morning, Taitung County Commissioner Yao Ching-ling sent 20 relief workers to the island by helicopters. They hailed from Taipower, CPC Corporation, Chunghwa Telecom and Taiwan Water Corporation. Food, water and other daily necessities are also trickling in for the island’s residents.

Two helicopters from the National Airborne Service Corps flew back and forth from Orchid Island transporting disaster relief workers from Taipower, CPC Corporation, Chunghwa Telecom and the Taiwan Water Corporation.

Kaiyuan Port bore the brunt of the devastation. About 90% of vessels there had capsized or gone missing. A key mission now is dispatching machinery to the island to clear debris and help with reconstruction.

Currently the place where freighters and passenger ships dock at Kaiyuan Port is full of sunken ships. There’s absolutely no way of docking there. We have to first clear the loading dock so that people and goods can come in. We need the central government to help provide cranes and excavators.

The Taitung County Government has shipped over water, dry food and other daily necessities. Large construction trucks and other heavy machinery and equipment were also loaded onto boats, to help restore normal operations on the tiny island as soon as possible.

Our current goal is to help Orchid Island return to daily life, that is, with water, electricity, transportation, telecommunications and fuel. Once these things are done, we can use machinery to clear out the docking area, so that we can make further arrangements on shipments.

The typhoon inflicted heavy damage to residential buildings, and wrecked the island’s four schools. Online, a group of volunteers is assembling to assist with reconstruction.

Right now, we have to get the road cleared. The plants and big trees have all been bent and broken. We’re going to need a lot of people or heavy machinery to hoist them up.

The military is expected to be getting involved in disaster relief starting Saturday so that reconstruction can be speedier and the islanders can return to normal life.

小犬颱風來襲,重創蘭嶼,通訊部分東邊部落幾乎中斷。台東縣長饒慶鈴週五一早調派包括台電、中油、中華電信以及自來水公司約20人,搭乘空勤總隊直升機,前往救災,另外包括民生物資,也透過船運方式,陸續抵達。

空勤總隊派出兩架直升機,分批次載送台電、中油、中華電信以及自來水公司人員,率先挺進蘭嶼,協助救災。

其中受創最嚴重的,就是開元港,約九成船隻,不是翻覆就是不見,急需大型機具,吊掛重建。

“開元港目前在貨輪客輪停的地方,全部是沉船,完全沒有辦法停放,所以我們必須先清出開元港的卸貨碼頭,讓人、貨都能進來,所以我們跟中央要請求的是常備吊車、常備挖土車。”

台東縣府也透過船運公司,將相關水、乾糧等民生救援物資,緊急送往蘭嶼。大型工程車,以及相關重機械設備,也陸續上船,要以最快速度,恢復島上運作。

“我們現在目標是先解決蘭嶼的維生,就是水、電、交通、電信這些,還有油的部分,這些東西一旦做完之後,相關的機具能夠空出來,我們就馬上來處理這整個船舶調度的問題。”

蘭嶼除了民宅受損嚴重,四座小學校舍,更是一片狼藉,就有網友發起志工徵集令,協助當地進行災後重建。

“目前應該是把道路先清空,一些其實所有的植物、大樹全部都攔腰折斷,所以這個部分可能還是需要很多人,或者是大型機具來做吊掛。”

重創後的蘭嶼,預計7日開始,國軍也將投入救災,加速蘭嶼鄉民重建腳步。
