With the end of spring in sight and summer drawing close, it’s hydrangea season in Taiwan. These flowers have begun to bloom, particularly in areas in Nantou in central Taiwan and in Zhuzihu in Yangmingshan National Park. They are expected to be in full floral force until late June. Our very own Stephany Yang joined the throngs of tourists hoping to catch a glimpse of the flowers’ beauty.

Many people are coming up to these mountains to catch a glimpse of these bewitching hydrangeas.

Viewing the flowers in the sun is simply comforting.

The hydrangeas are in a multitude of colors, including pink, blue and purple. Visitors can take photos of the hydrangeas against a backdrop of clouds and mountains. Roughly 50% to 60% of the hydrangea plants are in bloom.

This area is called Dinghu. Dinghu is surrounded by Qixing Mountain, Xiaoguanyin Mountain and Datun Mountain. Sometimes it gets foggy, and you can see the entire field of hydrangeas. After the calyxes open, they will bloom for about three to four weeks.

Meanwhile at an ecological resort in Shanlinxi, Nantou, 150,000 hydrangeas of more than 20 varieties have been planted. These flowers are also expected to bloom there till late June.

"我們這個地方叫頂湖，頂湖的話有七星山，小觀音山跟大屯山的環繞，然後有時候起霧，然後包含你可以看到，整片的繡球花海。花萼綻放之後，大概為期可以為期，三到四週的綻放期。"

南投杉林溪一家生態渡假園區，種植15萬株、20多個品種的繡球花，這些花預計開花至六月下旬。

Lai receives second US congressional delegation of his term

President Lai Ching-te received four U.S. senators Wednesday, the second congressional delegation to arrive in a week. The visits are seen as a sign of U.S. support amid escalating cross-strait tensions. Last week, the PLA held two days of large-scale military exercises around Taiwan. China’s Taiwan Affairs Office said the exercises were a direct response to Lai’s inauguration speech, which it called pro-independence.

On Wednesday he welcomed U.S. Senator Tammy Duckworth, who last visited Taiwan in June 2021 to announce a vaccine donation for Taiwan. This time around, she also voiced strong support for Taiwan.

The Joint Sword-2024A PLA military drills around Taiwan Island were a resolute response to provocations by the leader of the Taiwan region in his speech on May 20 aimed at seeking independence. As long as the Taiwan independence provocations continue, the PLA’s actions to defend national sovereignty and territorial integrity will not stop.

In his inauguration speech, President Lai Ching-te extended a very clear message of goodwill to the CCP authorities. Despite that, China has continued to threaten Taiwan verbally, conducted its large-scale Joint Sword PLA exercises, and pressured Taiwanese artists into making political statements. These kinds of unreasonable assertions are not conducive to the improvement of cross-strait relations.

The DPP spokesperson said China ignored Taiwan’s goodwill, pushing ahead with its usual rhetoric. But he said China is only further asserting itself as a troublemaker in the region.

Taiwan lawmakers meet Swiss counterparts, mayor of Bern to deepen ties

Taiwan lawmakers are touring Switzerland to deepen bilateral ties. The visit comes as Taiwan is excluded from the Geneva-based World Health Assembly for the eighth consecutive year, due to Chinese pressure. So far, the legislative delegation has met with Swiss parliamentarians and the mayor of Bern, in hopes of building more global support for Taiwan.

Taiwan has been excluded from the World Health Assembly for the eighth year in a row. To garner more international support for the island, Taiwan’s parliament sent top lawmakers to Switzerland to deepen ties.

Switzerland’s National Council actually passed a motion, a pro-Taiwan motion, last year. Today we want to discuss the finer details. For instance, the motion mentions that the two sides will continue to promote democracy and to foster regional peace and stability.

After the National Council passed a motion to establish relations with the Legislative Yuan, we created also a platform where we can discuss mutual points of interest, so that we can afterwards identify these different topics where we can collaborate more.

The two sides’ lawmakers held talks on parliamentary cooperation. In May 2023, the Swiss National Council passed a pro-Taiwan motion, encouraging bilateral cooperation to strengthen democracy, promote peace and regional stability, and to deepen economic, political, scientific, and cultural exchanges.

After visiting the Swiss National Council, Taiwan’s legislative delegation met with Alec von Graffenried, the mayor of Bern, the capital of Switzerland. At Bern’s city hall, the lawmakers presented the mayor with an exquisite tea set, and received a gift of a Swiss Army knife.

Taiwan and Switzerland have a lot in common. They are both small countries, but they are both rich countries that are very successful. They are both democracies, so I think we have a common basis, which is always good for cooperation.

The mayor said that as small democracies, Taiwan and Switzerland faced similar global challenges, and must seek out international allies and cooperation. He emphasized that Taiwan would never be alone as it navigates the road of democracy.

Taiwan unveils AI-powered robotic dogs

And now, let’s go and meet Oliver and Dustin, Taiwan’s first AI-powered robotic dogs. One of them can keep humans company as a pet. The other has potential in the industrial sector, as a tool for power grid inspection and logistics delivery. This AI breakthrough was achieved by the National Science and Technology Council and National Taiwan University’s Department of Mechanical Engineering.

High-tech AI robot dogs make their debut. They can move forward, move backward, and make turns, all without a hitch.

Each AI robotic dog is equipped with many precision sensors. The two models were developed by the National Science and Technology Council and National Taiwan University’s Department of Mechanical Engineering. Oliver is the smaller, pet dog model, measuring 54 centimeters long and weighing 16 kilograms. “Dustin,” the larger working dog model, is 93 centimeters long and weighs 40 kilograms. Robot dogs have already been commercialized in other countries, used for applications like power grid inspections and logistics. With Oliver and Dustin, Taiwan is starting to catch up to the global market.

In the future, they will be able to adapt to different situations, such as stairs. The motors are key. It was really hard for us to pick the right motor. We looked all over the world. The motors have to be stable, but we also have to take into consideration their cost and torque.

A mechanical engineering professor says that by 2025, these robot dogs will be able to deliver meals indoors and carry out autonomous inspections inside factories. By 2029, they can be deployed to disaster zones. This collaborative effort between academia and government sets a new milestone for Taiwan’s AI applications.

AI use has become increasingly widespread since the introduction of ChatGPT a few years ago. Now, the government, including the National Science and Technology Council, is working to bring about an AI transformation in Taiwan industry.

The development team wants to speed up the deployment of robotic dogs in the workforce. They hope the technology can help ease Taiwan’s labor shortage while lowering manpower costs for companies.

Plum rains bring 81.89 million tons of water to reservoirs islandwide

A recent plum rain front has given a boost to reservoirs nationwide. The biggest beneficiaries have been the Tsengwen and Wushantou reservoirs, which received at least 24 million tons of rain. Over in Nantou, Sun Moon Lake is nearly at full capacity, with only one frog visible on its iconic nine-frog sculpture. Taoyuan’s Shihmen Reservoir has risen to 33% capacity. Altogether, Taiwan’s reservoirs have gained over 81 million tons of water in recent days.

Powerful thunderstorms on Tuesday caused flooding in many parts of the island. The passing front also gave a lift to Taiwan’s reservoirs.

Total rainfall was about 81.89 million tons, which was of great help for our reservoirs. Taiwan’s main reservoirs are now at about 30% capacity. In Central Taiwan, some reservoirs even reached more than 90% capacity.

Tsengwen and Wushantou reservoirs received the most water, at 24 million tons. Sun Moon Lake almost filled to capacity, leaving just one frog visible on its nine-frog statue. Liyutan and Techi reservoirs each gained 8 million tons. All in all, Taiwan reservoirs collected 81.89 million tons of rain. Despite great gains in central and southern Taiwan, Shihmen Reservoir in Taoyuan received just 3.6 million tons, bringing water levels to 33.1% capacity. With water demand from the agricultural sector still high, the Water Resources Agency says conservation measures will remain in place.

Leisure boat operators are delighted by the rains, which have fallen in all the right places. On Wednesday, Shihmen Reservoir saw a fair day with a light breeze. But a cloud system will sweep in from the south starting Thursday, bringing thunderstorms nationwide from Friday to Sunday. The Central Weather Administration expects at least 200 to 300 millimeters of rain. Although reservoirs are set to gain, the general public should be wary of severe weather over the weekend.

Young people revitalize orange farming in Gukeng Township, Yunlin

Now for a look at a local revitalization project in rural Yunlin. Many of Taiwan’s farming communities are facing decline, as young people leave for big cities. But there’s an upswell of young people deciding to return to the land and breathe fresh air into farming life. In Mayuan in Gukeng Township, young people are finding their own way to revitalize the orange industry. They’re working together to find new ways to market their produce and bring local traditions into the 21st century.

Yunlin is a county founded on agriculture. Almost one third of its population are farmers, and more than 60% are employed somewhere in the farming industrial chain. But many towns are facing an acute ageing crisis and a shortage of labor. They need the government to improve its policies, but they also need to ignite local creativity to attract young people back to the land.

It’s really hard to get young people to do this kind of farmwork. Firstly, it’s hot. Secondly, the pay’s bad.

Mayuan is a community in Gukeng Township which produces about 30% of Taiwan’s orange and Murcott harvest. But like many farming villages, it has lost many of its young people to cities. As the farmers age, the village is in decline. But one group of young people has decided to come back to their hometown and take up the task. They’re running the family fruit farms and keeping alive the skills of past generations.

We wanted to find some younger, or new ways to pursue agricultural production. There are not many people to talk about that with, but then we found some likeminded young farmers. So together we are discussing how to make farming more efficient, and how to stabilize our retail strategies.

The return of young people is a chance for traditional farming communities to find rejuvenation. Processing techniques can add value to farming produce. Farmers are no longer just the first link in the chain. They can build up their own brands, and contribute hugely to the development of the local region.

I thought of an idea. Why not make liquid or jelly products? So then I found a food factory. We’re always evolving, turning the fruit into food products, which can be more quickly marketed.

A local revitalization program has been thriving in Mayuan in recent years. Organizers first built a Youth Revitalization Space in the community, and held events in partnership with local government, promoting local produce and demonstrating how traditional farming can diversify and spread its wings.

We worked with the young farmers in Mayuan on the Orange Festival, and again at the Murcott Festival. I see they have unlimited potential.

We have some collaborations, creative cooking, creative experiences, outdoor mystery games. It’s for local students and residents, and even people who come specially from Taoyuan and Taipei.

These young people have embraced rural life and found the courage to throw themselves into entrepreneurship. The real spirit of revitalization – handing down precious traditions – is a way for older and younger generations to find common ground as they work on the land together.
