After Taiwan’s expulsion from the WHO, is the WTO the next target?

Also owing to Chinese pressure, Taiwan has not been invited to take part in the WHO’s World Health Assembly for eight years. Now there are fears that Taiwan’s membership in the World Trade Organization or WTO will become China’s next target. FTV recently held an exclusive interview with Lo Chang-fa, Taiwan’s permanent representative to the WTO. Let’s hear what he had to say.

The flag of the Republic of China, Taiwan’s formal name, flies at Taiwan’s WTO mission in Geneva. Taiwan acceded to the WTO in January 2002. Chinese pressure eight years ago forced Taiwan out of the WHO and it hasn’t received an invitation to take part in the World Health Assembly for eight years. Now, there are fears that the WTO will become China’s next target.

First of all, we take part under the name “Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu.” This agreement is valid and it will be permanently valid. Second, there is no mechanism in the WTO to expel members.

Ambassador Lo Chang-fa suggests that Taiwan can follow this trade model to sign bilateral medical agreements with countries friendly to Taiwan, which would strengthen international medical networks and cause the WHO to pay attention to Taiwan.

Taiwan’s WHO delegation visited Geneva University Hospitals and a foundation for surgical innovation and training a day before they came back to Taiwan.

Hospital representatives meticulously introduced the uses of various inspection instruments and clinical surgical equipment. About 40% of the hospital’s energy comes from renewable sources. The Taiwanese delegation discussed minimally invasive surgery, medical expenditures, and funding issues. They exchanged experiences and learnt from each other.

Medical care is so concentrated in Taiwan. How do we integrate things and cooperate so that all our medical personnel related to surgery can get the best training environment and use the minimum of national resources to get the best training they can get.

After the visit to the Geneva University Hospitals on May 30, the delegation will continue to hold bilateral meetings with other countries to gain more international support.

受到中國打壓,台灣連續8年未獲邀參與世界衛生大會,外界擔憂,台灣在世界貿易組織的會員身分,會不會成為中國下一個目標?民視新聞獨家訪問到瑞士日內瓦的台灣WTO代表團大使。帶您來看。

中華民國國旗座落在日內瓦世貿代表團駐所,2002年1月,台灣正式加入世界貿易組織。台灣遭中國打壓退出WHO,已連續8年未獲邀參與WHA,外界擔憂WTO會不會成為下一個目標。

“我們是用台澎金馬個別關稅領域來參加,這個協定是有效的,是永遠有效的,第一點。第二點就是WTO沒有這個機制排除任何會員”

羅大使建議,台灣可遵循貿易模式,與友台國家建立雙邊醫療協議,加強全球醫療網路,讓WHO重視台灣。

另一頭,台灣世衛行動團在返國前一天,前來參訪日內瓦大學醫院以及外科創新與培訓基金會。

院方代表,仔細介紹各種檢查儀器以及臨床外科手術設備的應用,整座院區電力,大約4成來自再生能源,行動團跟瑞士醫院代表,就外科微創手術,醫療支出、經費問題等等,互相交流取經。
