AIT backs Taiwan’s global participation as China unveils penalties

Last Friday, China announced severe punishments for “Taiwan independence diehards,” including those who promote Taiwan’s participation in global bodies. In a meeting that same day, Taiwan and the U.S. discussed ways to expand Taiwan’s participation in the U.N. system. U.S. officials reportedly said that no restrictions should be placed on developing strong bilateral ties. According to Legislator Wang Ting-yu, such rhetoric opens up more diplomatic space for Taiwan.

China’s Taiwan Affairs Office announced severe punishments for “Taiwan independence diehards” last Friday. Punishable offenses include promoting Taiwan’s official exchanges with foreign countries or its participation in global organizations that are limited to sovereign states. The AIT quickly hit out at the announcement.

In a news release, the AIT said it held consultations with TECRO in Taipei last Friday. Representatives from the U.S. state department and Taiwan’s foreign ministry discussed how to expand Taiwan’s meaningful participation in the U.N. system and other international fora. Officials at the meeting reiterated the U.S.’ longstanding commitment to Taiwan’s international participation, including at the World Health Organization and International Civil Aviation Organization.

This U.S.-Taiwan Working Group Meeting was held the same day as Beijing’s announcement. It’s unknown whether it was a coincidence, or if China knew about the meeting in advance.

In their low-profile visit, U.S. state department officials Daniel Kritenbrink and Mark Lambert emphasized to other international envoys in Taipei that China was mischaracterizing U.N. Resolution 2758. The agreement holds no sway over other countries’ relations with Taiwan, nor does it constitute the U.N.’s final determination on its political status, they said, emphasizing that it does not preclude Taiwan’s meaningful participation in the U.N. system or other multinational fora. Officials said that “as long as it’s not mentioned, we can do it,” as there should be no restrictions on countries deepening their relationship with Taiwan.

The U.S. sent two assistant secretaries of state to Taiwan at the same time. This is already a rare move. You could say there are new developments in how Taiwan can engage with other nations without having diplomatic relations. Global society, especially the U.S., is building a new legal foundation.

The lawmaker said that, despite China’s efforts to suppress Taiwan, the working group meeting will help Taiwan expand its international space.

美打臉中懲治台獨 AIT: 挺台有意義參與國際組織

中國上週五公布懲處台獨意見,其中一條包含推動台灣加入國際組織。恰好當天台美舉行"工作階層會議",美方明確支持台灣"有意義"的參與聯合國體系及其他國際組織;傳出私下也和他國駐台使節表達,不該設限與台灣發展豐富關係。立委王定宇分析,這說法是幫台灣開闢新外交空間。

中國國台辦,21日突然宣布懲治"台獨意見",只要推動台灣加入只限主權國家參加的國際組織、或對外進行官方往來,就是觸犯"分裂國家罪",但美國AIT立刻打臉,中方說法。

AIT透過新聞稿表示,美國在台協會和駐美國台北經濟文化代表處於21日在台北舉行磋商會議。美國國務院及台灣外交部的代表,在會中討論如何擴大台灣在聯合國體系及其他國際論壇之有意義參與。美國與會者也再次重申,美國長久以來對台灣有意義地參與聯合國體系及國際社會的支持,包括世界衛生組織及國際民航組織。

事實上,台美這場工作會議舉辦時間,就在國台辦發布懲處台獨意見的同天,是巧合還是中方提前掌握動作,不得而知。

但這回美方特別派亞太助卿康達以及副助卿藍墨克低調來台,特別向駐台的他國外交官們說明,中國錯誤引用聯合國2758號決議,該決議無涉他國對台關係主權的認定,也不構成聯合國對台灣最終政治地位的立場,強調不排除讓台灣有意義地參與聯合國體系和其他多邊論壇。甚至提到"只要裡頭沒講到的,都可來做",不該設限與台灣發展更豐富的關係。

中國打壓台灣國際發展,無所不用極其,這回台美工作階層會議,無疑是助台擴展外交空間。
