2,000 troops deployed to Hualien to help in flooding clean-up effort

In the aftermath of devastating floods in Hualien’s Guangfu Township, communities are now facing the massive challenge of cleaning up their homes. For the first time under his leadership, President Lai Ching-te has authorized military personnel to enter private residences with consent to help with the recovery. 2,000 troops, including Marines and Special Forces, are working around the clock alongside residents and volunteers, to slowly bring normalcy back to the township.

Outside, soldiers dig through a thick layer of mud. Behind them, another group moves heavy furniture out of the way.

As the Commander-in-Chief of the Armed Forces, President Lai Ching-te has authorized soldiers to enter private residences to help, if they get consent first. Ms. Chang is among the survivors who asked for assistance.

There were soldiers passing by, so I asked them to help. They just started helping clean up.

The residents sort the items, and the soldiers carry them out. There’s two piles: throw away or keep. It’s quite quick. The point is clearing some space first, and then figuring out how to clear the sludge.

At a nearby house, the entire kitchen is caked in mud. The elderly residents couldn’t clear the thick muck themselves. They are deeply grateful for the help.

If they hadn’t come to help, we wouldn’t even be done in two months. This morning, the two of us were shoveling the mud. Just clearing that part at the doorway took us two hours.

Villages all around Guangfu are in a similar state. The government has dispatched 2,000 troops from units including the Marine Corps and the Special Forces to the disaster area.

Walking and seeing all these houses is heartbreaking. Some people really can’t clean their houses by themselves. They need help.

This afternoon, we deployed 380 troops to assist in Dahua, Da’an and Beifu. We’ve divided our forces into day shifts and night shifts so that work is happening 24 hours a day at the disaster site.

Furniture and appliances have been swept away to the streets, and trash piles up on the streets. To prevent odors and disease-carrying pests, the military’s chemical units have joined the effort, launching an all-out disinfecting operation at 10 a.m.

賴總統授權國軍進民宅清運 官兵救災"兩班制24小時不停歇"

總統賴清德授權國軍官兵,可以在取得同意下,進民宅協助清理,軍方今天調動超過2000名官兵,有民眾看到官兵經過,趕緊請求協助。還有50、60歲夫婦無法和淤泥抗衡,直呼若沒有官兵幫忙,兩個月都清不完,派出近400人的第二作戰區,將採兩班制24小時不停,希望讓民眾早點恢復正常生活。

在滿是淤泥的民宅外,官兵有人一邊挖著淤泥,有人合力將太重的東西抬出。

總統賴清德首度以三軍統帥身分,授權國軍取得同意後可以進入民宅協助。受災戶張小姐看到阿兵哥經過,立刻請他們協助清理。

“目前情況是屋主分類,國軍幫忙拿出來,分類是垃圾還是說要留的,就大概很快速分類,先把它清空,想辦法再把爛泥拿出來”

鏡頭轉到附近這戶,後方整間廚房被泥土堵死,屋主夫婦實在難與厚重泥土抗衡,非常感謝有國軍幫忙剷除。

“如果沒有國軍來幫忙,兩個月也用不好,因為我們早上光鏟這個土,鏟一點點,門口一點點,我們兩個老的就已經鏟了兩個小時了”

類似情況發生在花蓮光復的各村落,包括陸戰、航特等單位,投入超過2000人進入災區救災。

除了隨洪水漂流的家電用品,民眾家中清出不少垃圾,堆積在街道上,擔心放久異味飄散,孳生病媒蚊蟲,國軍化學兵也加入清消行列,一早十點就開始全面大消毒。
