
Taiwan will update its driver licensing system next year, introducing tougher written and road tests, along with stricter rules for elderly drivers, the Highway Bureau says. The changes are part of 17 reforms aimed at reducing traffic fatalities. The written tests will do away with "true" or "false" questions and be made up entirely of multiple choice questions. The age for mandatory physical assessment to determine if an older adult’s driver’s license should be renewed has been lowered to 70.
With the aim of thoroughly putting a stop to seemingly endless accidents involving elderly drivers, along with major traffic accidents, the Highway Bureau has finalized its reforms of Taiwan’s driving licensing system. Starting next year, 17 new reforms will be implemented in phases.

In the future, the overall reforms will lean towards a system where, after completing a written test and the current driving test, a learner’s license will be issued. Drivers will then be trained in actual on-the-road driving by a driving school, and then there will be another practical on-road driving test.
Tests will be more difficult. True or false are getting changed to multiple-choice, with extra questions on hazard perception and driving environment. For the practical car test, there’ll be more emphasis on stopping and yielding. Scooter license examinees will be tested in real traffic.

The difficulty of the driving test is not designed to cause drivers to fail. By raising standards, we aim to help drivers gain a correct understanding of traffic laws and regulations, as well as awareness of dangerous driving.
The pass rate currently stands at about 70%, and it’s hoped that the reform will help improve traffic safety. In addition, the age for license re-evaluation and renewal will be lowered to 70, and people aged 75 and older will have to renew their license every three years. The target is reducing traffic fatalities by 7% each year.

要徹底預防高齡駕駛問題不斷傳出,以及重大車禍等狀況,公路局終於把改革措施明定出來,17項新革新,明年開始,分階段實施。

"未來整個變革的部分,會朝向考完筆試,考完現行路考之後,再核發學習駕駛證,由駕訓班帶領,實地去做道路駕駛訓練,再參加道路實施考驗。"
不管是機車、還是汽車考照,筆試提高難度,是非題改選擇題,危險感知、情境題增加;路考部分,汽車多了停讓項目,機車則加道路考試。

"考照的鑑別度在這裡設計的目的,並不是要考倒駕駛人,透過這樣鑑別度的提高,讓汽車駕駛人,能夠有正確了解相關的交通法規,跟危險駕駛的觀念。"
目前汽、機車的考照通過率,大約七成左右,現在增加難度,公路局也說有助提升交通安全,還有大家關心的高齡換照問題,未來要降低到年滿70歲得重新評估、分級關懷,75歲以上,每三年換發一次,新增安全教育課程等,希望能順利達成每年降低7%的死亡人數道安防治目標。
