Taiwan Railway to strengthen security measures following case of sexual assault

An inebriated foreign female was sexually assaulted in broad daylight at Taipei Main Station on the afternoon of Oct. 9, a day before the National Day long weekend. What’s worse is that no one stepped in until the assault had gone on for more than 10 minutes, despite it being a busy day. It turned out the man was a fugitive wanted for two cases of theft. Following the incident, Taiwan Railway increased the frequency of police patrols.

A tourist from Malaysia witnessed a foreign woman being dragged by a man to this wall right here at Taipei Main Station’s entrance hall. Here, she was molested for at least ten minutes.

The shocking case occurred right here at the busy area, but no one intervened until a tourist from Malaysia took a video to submit as evidence to the police.

The man attempted to lift the woman and moved her very forcefully to a corner. After she was moved to a corner, he began his criminal action. The woman seemed to be unaware of what was happening. She lay limp and didn’t resist. She was probably not sober.

The assailant was a 44-year-old man surnamed Chiu. At the time he was drinking with a group of homeless people, among which included the foreign woman. After the woman got too drunk to notice what was happening, Chiu dragged her over to the wall and raped her. It was later discovered that Chiu was not actually a homeless person. Moreover, he’s a fugitive wanted for two cases of theft. After the sexual assault case was reported, the police tried him for forced intercourse with someone unable to resist and for public display of obscenity. Chiu was then transferred to prison to serve for the previous theft cases.

After the victim regained sobriety, she realized what happened and immediately went to the hospital to gather physical evidence of the assault. She also decided to press charges.

Following the incident, Taiwan Railway decided on Wednesday to increase the frequency of patrolling by police, as well as by Taiwan Railway personnel and security guards.

“有馬來西亞籍的旅客目擊一名外籍女子，被一名男子攙扶到北車大廳這面牆的旁邊，沒想到這名外籍女子，遭對方伸出狼爪，被侵犯了至少10分鐘。”

這期間車站人來人往，沒有半個人伸出援手，一名馬來西亞籍的旅客，人就在車站二樓，拍下畫面後，急得馬上去通知警方。

“有一位男士就是試圖把一位女士抬起來，一直很用力的把她往旁邊移，然後把她帶到旁邊之後，就開始一些犯罪的行為。女士她有點昏死的狀況，她就癱在那邊，她也沒有反抗，她應該是無意識的。”

44歲的邱姓男子，當天下午跟街友喝酒同歡，遭性侵的外籍女子也在其中，沒想到醉倒後竟然遭拖到牆邊性侵得逞！邱姓嫌犯也被起底是偽裝街友的竊盜通緝犯。當天他落網後，除了依乘機性交、公然猥褻罪嫌送辦，也被解送歸案入監服刑。

被害女子酒醒後，才發現遭到侵犯，馬上到醫院驗傷決定提告。

台鐵提出加強措施，包括即日起鐵路警察巡邏兩小時增加到三次，並與台鐵人員、保全交錯巡邏，防止再出狀況。

Chunghwa Post releases short film promoting future mail service

Now you can send a letter to the future! Chunghwa Post recently updated its future mail service, simplifying the payment method and standardizing the system. Through the service, people can send letters or packages not only to a specific location, but to a specific time. We standardized, systematized, and digitized the future mail service launched in 2012. We simplified the payment method by dividing the handling fees into three categories.

Future mail is divided into letters, care packages, and time capsules. There are 54 different post offices where people can send future mail, which can be stored for up to 30 years. The mail would be delivered on the exact date indicated by the sender.

Future mail will expand to include more services. We hope that through Chunghwa Post’s time capsules, people can send warmth through space and time.

Chunghwa Post chairman Wang Kwo-tsai said that handwritten letters convey warmth and capture emotion. Future mail connects the past, present, and future, putting feelings and hopes into an envelope and preserving them for another time.

US influencer approached by immigration after helping in Guangfu

American influencer Jacob Pugmire has become embroiled in an immigration dispute, just days after volunteering to clear mud in Guangfu’s disaster zone. Earlier this month, he showed up in the flood-stricken east coast town and gave out protein bars that he had made himself. A few days later, immigration officials showed up at his door, saying he had been reported for engaging in commercial activities on a visa-free stay, which prohibits visitors to work. After the news broke out, outrage erupted online, with some netizens assuming he was being punished for his contribution in Guangfu. But according to the immigration agency, the report had to do with a separate incident from September. Let’s hear more.

After the immigration officials learnt about the situation, they were very friendly. They were very nice and understanding of my situation. I think I was reported because some people online don’t like me. I didn’t engage in commercial activities, and I didn’t sell anything. I also didn’t start a fundraiser. I was freaked out at first, because I had just come back to Taipei to rest after being in Guangfu. I came back and they immediately showed up at my home.

Pugmire was a student of Mandarin in Taiwan for three years, and this time he returned to Taiwan as a tourist with a visa-exempt entry. Acrylic pouring art studio delights kids and adults in Tamsui

An art form has recently become popular in Asia. Fluid art, also called acrylic pouring art, is a painting technique where paint is poured onto a surface and moved around to create marble-like patterns on bear figurines and canvases. FTV reporter Stephany Yang takes us to a fluid art studio to try it out!

I’m here at an art studio in New Taipei Tamsui’s fisherman’s wharf. Here, you can make your own acrylic-pour marble bears.

Aside from the delicious food and scenic views, Tamsui’s Fisherman’s Wharf also offers a hidden creative haven, a fluid art studio. At this studio, you can choose your own colors to create beautiful canvases or figurines. Instead of using brushes, you pour on several layers over the bear figurine. This technique is called acrylic pouring. According to the teacher, each layer needs to flow just at the right speed to create your desired pattern.

There are many different painting methods, depending on the materials used. For example, this foot-pedaling technique is something we learned specially from Hong Kong. By using your feet, you can control the speed and let the paint flow freely across the canvas. The effect also depends on the thickness of the paint, the faster you pedal, the wider and more dynamic the paint spreads, creating very different outcomes. Some pieces are made with fast movements, while others use slower, more controlled pacing. This method works well for larger flat paintings. There’s also a blowing technique, for example, with gold powder or when decorating a piggy bank. You first pour the paint in a fluid motion onto the surface, then use circular blowing to move the colors around. You can make the layers thin or thick, and finally sprinkle gold powder on top. Besides paintings and piggy banks, people can also create items like bear-shaped figurines. Visitors can choose their preferred style of fluid art: canvas painting, where you can also move the paint around with your hands, foot-pedal painting, for larger artworks, smaller items, like piggy banks or keychains. Many international tourists love these smaller souvenirs — especially the mini bear keychains, because they can finish them in about 20 to 30 minutes and take them home right away after visiting Tamsui.

This fluid art gallery is located near the Lover’s Bridge at Tamsui Fisherman’s Wharf and was established in May last year. The founders of the studio are from Hong Kong, hoping to provide a fun and relaxing studio for people to try fluid art.

Actually, there are two owners, both are from Hong Kong and business partners, but one of them, the female owner, is actually originally from Tamsui. She wanted to open a shop related to art as part of her retirement. Since both of them are art enthusiasts, they decided to create a self-service art studio. At that time, they noticed that Taiwan didn’t really have anything like this yet, so she chose to open the first branch in her hometown, near Tamsui Old Street. Then, six years ago, they opened a second branch here at Fisherman’s Wharf. The newest one, which is here, the fluid art gallery is their third branch, which just opened in May 2024.

Here, visitors can use two creative methods to create their canvas or figurines. One method inspired by the owner’s experience in Hong Kong is a foot pedal to spin the canvas to spread thinned acrylic paints across a surface, creating vortex-like designs. Another method is done manually: after squeezing out the paint, participants rotate the canvas to guide the flow. Participants can paint coin banks shaped like bears, Spider-Man, Hello Kitty, and more.

The main reason it’s so popular is that it’s very therapeutic. During the painting process, it has a meditative and self-healing effect — because when you paint, you really focus, and it helps you forget about your everyday worries. You also get to play with colors and explore how they interact with each other. The reason it’s become so popular both abroad and in Taiwan is that it doesn’t really require any painting skills. For traditional art, you often need to know how to sketch, mix colors, or master specific techniques like watercolor or oil painting. But with fluid art, there’s no need for technical skills or limits, there are no rules or boundaries. It’s free-flowing and spontaneous, which is why both adults and children love it.

Taitung restaurant offers unique local dishes in warm atmosphere

Beef, pork, and chicken can be found in most restaurants, but snails are more of a delicacy. On Hanyang North Road in Taitung is a small but popular restaurant that makes delicious dishes out of local ingredients, including snails, which the chef stir-fries.

A generous amount of rice wine lights up as the food is stir-fried, filling the space with a mouthwatering aroma. Working skillfully and efficiently, the chef finishes the dish in a flash.

Lined up on the table is a whole series of Indigenous dishes local to Taitung, cooked to perfection. Among them is the restaurant’s signature dish, stir-fried snails.

The inspiration for this snail specialty came six years ago.

I originally worked as a chef in the northwest. Then six years ago I moved from Tainan to Taitung because of a flood. I always wanted to open a restaurant. When I came home, I saw snails on the street and thought they would make a great ingredient.

Snail dishes are often found in Hualien and Taitung. When this chef returned to his hometown of Taitung and opened his own restaurant, local ingredients were his starting point. One of the dishes is named after his daughter, an elementary-school student with a talent for cooking.

My youngest daughter told me that she also wanted to cook, so we made a dish out of ingredients that she likes. This dish is stir-fried pork.

The owner is not only a great chef, but also a talented musician. Charmed by good music and a delicious meal, customers quickly fall in love with this restaurant.

I play guitar and sing songs with my friends. We sing some Indigenous and classic songs, and it makes us feel even better as we eat.

I came at the beginning when he barely had any customers. He slowly took off, improving one step at a time.

Long-time customers have seen this small restaurant grow step by step. They come here not only to enjoy delicious food, but to feel the warmth of a meal shared among friends.

Balcony comes crashing down onto street without a warning

It was the middle of the night in Taichung’s Taiping District when a massive block of concrete suddenly came crashing down from the fourth floor of an apartment. It turned out to be a balcony weighing nearly 2 tons that came off of the building before slamming onto the street below. There was no wind or earthquake at the time, and an investigation is underway to determine the cause.

It’s the dead of night, quiet as can be, until a huge block of concrete comes crashing down.

- It went, “Bam!” But I didn’t go take a look, I just heard it.

- My daughter told me to go look. It had all collapsed!

The concrete balcony came crashing down from the 4th floor of this 35-year-old apartment block in Taichung’s Taiping District. On its way down to the street, it even ripped off a window grate from the 3rd floor.

- We were asleep. I only found out in the morning.

- It’s crazy, really insane. It’s so shocking.

The concrete structure was 270cm long and 46cm wide, and weighed about 2 tons. It all seemed fine until the collapse.

The contractor hasn’t explained anything to us. But it seems that the problem lies in how it was attached. The whole thing came down, without there being wind or an earthquake.

There are about 230 units in the building, and many of them have similar balconies. An investigation is now underway.

There should be metal rebars sticking out from the wall to connect the two structures, but it seems there are none. If one of the balconies is like this, it could be a systematic problem, so they should all be checked.

The city government has asked the building owner to make repairs within 14 days, or face a fine of NT$300,000. Fortunately nobody was hurt this time round.

Legislative hearing on flight crew’s working conditions held following EVA Air case

Three days after the death of an EVA airline’s flight attendant was made public, a legislative hearing was held Wednesday morning with top officials of the labor, transportation and health ministries. Meanwhile, EVA airline’s Union also held a protest outside the Legislative Yuan to draw public attention to the company’s leave policy for cabin crew, which discourages flight attendants from taking sick days. Protestors say the current case is the tip of the iceberg of many shortcomings in current labor laws.

I’ve been on this job for 31 years. Over the years I’ve witnessed the company appearing to loosen its authoritarian grip, and there was even a strike very recently. We had hopes then and believed that the company would improve, but it all proves to be futile and we’re so very disappointed.

They also offered flowers to the flight attendant that passed away. Three days after the incident was made public, EVA Air has yet to make any response to the union’s request for the company to improve its leave policy.

We’re ordering EVA Air to really reflect on this case and improve upon their practices, including their standards of procedure for routine operations and contingency responses. We also want them to clarify whether their practices in effect coerces employees against taking days off.

At the legislative hearing, the general-director of the Civil Aviation Administration says they’ve already assigned officials to investigate whether the EVA Air inflight supervisor had complied with regulations in reporting the flight attendant’s condition at the time, and that they will press the airline to submit a written report on the situation.

It’s unreasonable for a worker to lose the month’s full attendance bonus if they only took sick days. Having workers grit their teeth through the day while they should’ve taken it off to recover from illness shouldn’t be seen as something that adds to a company’s productivity.

Under current laws, an employer could be fined up to NT$1.5 million for refusing a sick leave. However, bonuses, including for full attendance, are left entirely up to the employer’s discretion. The recent case at EVA Air reveals how companies can still manipulate salary structures to disincentive, and even coerce workers from exercising their rights, highlighting the urgency of better labor protection.
