The Industrial Technology Research Institute has a new president. On Monday, the handover ceremony was held for incoming ITRI President Chang Pei-zen, who was until then the executive vice president. Having been with ITRI for so long, Chang already has a plan for the renowned institute. He’s also a professor of applied mechanics at National Taiwan University.

What’s interesting is that seven years ago at this very location, I was handed the official seal from President Chang Pei-zen. In the past few years, with President Chang with us at ITRI, we’ve won so many battles, including the anti-pandemic technological “National Mask Squad.” I believe that with these experiences, he will certainly continue to lead ITRI to move forward.

It’s completely different from when I first became executive vice president nine years ago, because international realities change more quickly. Nine year ago, the US president was more predictable.

His little commentary really resonated with the audience.

Chang received his bachelor’s degree in civil engineering from NTU and PhD in theoretical and applied mechanics from Cornell University. Apart from being a professor, he’s also actively involved with industry, having served as ITRI’s executive vice president and acting president. Today, he’s taking the helm at this esteemed institute, beginning with three major proposals.

First, we must attract and gather talent. We must also assist the industry in order to deepen Taiwan’s development. It’s not only about leading businesses. ITRI must also stand with our small and medium enterprises. Third, we must extend our global reach. No matter how far we get with developing a technology, the end goal is to allow businesses to make a profit from their technologies. That’s the most important thing.

High hopes and great responsibility await Chang, now that he’s heading the very institute that pioneered Taiwan’s semiconductor industry and now paving the way for 1.67 million SMEs in the country.

張培仁接任工研院長台灣產業界要角出席佈達典禮

開創台灣半導體產業先鋒的工研院，週一(27日)舉辦院長佈達交接，現任院長劉文雄功臣身退，由台大教授張培仁接任，過去曾擔任過工研院的副院長、也曾代理過院長，對於各項業務相當熟悉，一上任就祭出三大重點，包括凝聚專才、深耕台灣及布局全球。

接下印信，工研院新任院長張培仁走馬上任，工研院舉行院長交接布達，經濟部次長何晉滄、工研院董事長吳政忠親自主持，現場冠蓋雲集，包括旺宏董事長吳敏求、仁寶電腦董事長陳瑞聰等不少產業界大佬都來了。

“其實一件很有趣的事情，7年前也在這個地方，我從張培仁院長手中接下這個印信。我們在過去這幾年，張院長在工研院的日子裡面，我們一起打過好幾場漂亮的戰，包括防疫科技口罩國家隊。我想這樣子的一個經驗，他一定可以帶領我們工研院繼續往前走。”

“比起9年前我當副院長的時候，完全不一樣，因為今天的國際局勢變化比較快，比起9年前那時候的美國總統比較穩定了。”

幽默風趣、脫稿演出，現場氣氛超歡樂。

事實上，張培仁資歷豐富，他是台大土木工程學士、美國康乃爾大學應用力學博士，長期和產業界合作，曾擔任工研院副院長、代理院長等，如今再度重返工研院，一上任就祭出三支箭。

“第一個是就是匯集人才，深耕台灣就是協助產業界，不論是我們比較領先的產業，或是我們的中小企業，我想我們兩個部分都是工研院應該著力的地方，那第三個部分是布局全球，所有的技術不管發展到什麼程度，最後產業界能夠應用這些技術賺到錢，這才是重要的。”

新官上任三把火，畢竟工研院是開創台灣半導體產業先鋒，但，台灣還有167萬家中小企業，如何帶領各個產業界開創新局，各界高度期待。

Taiwan needs to channel the spirit of David against Goliath in standing up to authoritarian coercion. Over the past few years, Taiwan has further bolstered its self-defense capabilities. [Inspired by the] US Golden Dome, Taiwan will build its own T-Dome multilayered air defense system.

Lai mentioned that the recently announced T-Dome air defense system takes inspiration from its US and Israeli counterparts. He also urged closer trilateral Taiwan-US-Israel cooperation in key sectors amid global supply chain restructuring.

Taiwan is well-versed in advanced chip manufacturing and is very willing to enhance cooperation with Israel under President Trump’s AI Action Plan.

Earlier, Vice President Hsiao Bi-khim was interviewed by German public broadcaster ARD on a news documentary show, in which she emphasized the importance of raising Taiwan’s self-defense capabilities. Again using her well-known cat-warrior analogy, she said the following.

On Tuesday, the vice president attended the annual conference of the Formosa Club, a platform for pro-Taiwan members of the European and Canadian Parliaments. It’s their first annual conference on Taiwanese soil.

Taitung’s internationally renowned oolong tea presented like wine

Taitung’s Luye Township is famous for its black oolong tea. One 50-year-old tea garden there, now managed by the third generation, produces high-quality tea brewed cold to preserve the best flavor. They package their tea in glass bottles with intricate labels, making it look like a bottle of expensive red wine. It’s sold abroad, and has received international awards. It was even selected for the presidential inauguration banquet last year.

The entire hall raises their glasses, commemorating the inauguration of Taiwan’s 16th president at a banquet in Tainan last May. President Lai Ching-te raised his glass to greet Palauan President Surangel Whipps Jr. But the liquid in his glass is not the deep red of red wine. It’s the golden amber color of tea.

The bottle pops open with a satisfying click and is poured into a wine glass. Although it’s presented like wine, it’s actually black oolong tea from a 50-year-old tea garden in Taitung’s Luye Township. Cold brewing removes the leaves’ bitterness while retaining a slightly sweet honey flavor. The taste is quite different from traditional hot-brewed tea.

My dad has been making tea since he was young. His aspiration was simple: He wanted Taiwanese tea to be available around the world. Without going through complicated steps or anything like that, you can just open it and drink it.

Everyone was amazed that tea leaves could teach a level no one had thought of before. Tea leaves are sensitive to sunlight, so when we were selecting glass bottles, we looked for ones that offered UV protection.

Packaged in a dark glass bottle with an exquisite label, the tea looks remarkably like red wine. This shows the creativity and hard work of the tea garden’s third generation, who export high-quality Taiwanese tea around the world.

The family carefully controls the watering and harvesting methods, which tea leaves are used, and how the tea is processed in the factory, ensuring that it retains the best flavor.

When it comes to selecting raw materials, it still depends on nature. Sometimes I harvest over 10,000 kilograms of dried tea, but I can’t even use 1 kilogram.

We use regional branding to promote Taitung’s black oolong tea industry. We hope that when people think of Taitung, they will think of black oolong tea.

Elevating traditional tea farming methods, this tea won three awards at Japan’s World Green Tea Contest and was selected for a national banquet last year. It has become a point of pride for Taitung and Taiwan alike.

Authorities to investigate after sea turtle snacks on diving instructor’s hair

You can be fined NT$300,000 for touching a sea turtle. But what if a turtle tries to eat your hair? A diver recently captured a video of one seeming to mistake an instructor’s hair for seagrass. It even went back a few times, leaving the other divers in stitches. The Pingtung animal protection office said that although the instructor didn’t intentionally touch the turtle, they would ask the coast guard to investigate whether they obstructed its feeding path.

As a diving instructor helps their student, a sea turtle suddenly makes a sharp turn toward them and nibbles on the instructor’s head. After a couple bites, the instructor looks up, but the turtle keeps on going. It seemed to have mistaken the diver’s hair for seagrass. The other divers can’t keep in their laughter.

I’ve encountered this before, but they’ve never actually bitten. They don’t actually eat anything.

Many diving instructors have had sudden run-ins with sea turtles. Afraid they’ll be accused of touching them, they usually rush away. But casual divers might not be as adept in the water, so how can you protect yourself?

The key is not to move. Maybe put your hand on your chest so you don’t accidentally brush the turtle. It’s better than leaving of your own initiative, since some beginners can’t control their movements and might kick or touch them when trying to get away.

Under the Act on Wildlife Conservation, you can be fined NT$300,000 for touching a sea turtle or even imprisoned for up to a year. But if approached by a turtle like this, at no fault of your own, can you still be fined?

In the video, it appears the diver didn’t touch the turtle. But you can’t deliberately block its path. To see whether it may have violated the article against disturbing wildlife in the Act on Wildlife Conservation, the Pingtung County Government will forward the matter to the coast guard.

The best way to avoid getting fined over a misunderstanding is to keep a safe distance and give the sea life some space.
