Lai voices support of premier’s decision to not countersign bill

On the evening of Monday, President Lai Ching-te released a prerecorded video in support of the premier’s decision not to countersign a controversial bill. The bill contains amendments so that local governments get a bigger share of central government revenue. Lai urged the opposition-controlled legislature to immediately withdraw all controversial bills. However, the opposition quickly pounced on the president’s wording of “opposition dictatorship” and insisted that they will not yield an inch.

This is not the expression of democracy, but its erosion. It is steering Taiwan toward the brink of legislative abuse and opposition dictatorship. In this new constitutional situation, I want to reiterate that I am willing to deliver a state of the nation address to the Legislative Yuan in accordance with the constitutional method stipulated by the Constitutional Court.

For the first time since taking office, Lai expresses willingness to deliver a state of the nation address at the legislature. The opposition still refused to step back.

Only the executive power can possibly implement dictatorship. Since when is “opposition dictatorship” a thing? The Legislative Yuan will definitely not back down by even an inch, facing President Lai Ching-te’s actions that violate the Constitution.

The KMT and TPP have always rammed through bills while stoking division, so the Executive Yuan could only resort to refusing to countersign these amendments, in order to prevent constitutional chaos. This is the Executive Yuan’s bottom line, as well as its last resort. I believe it’s only inevitable for the executive branch to exercise its right to resist.

A KMT lawmaker says that since leaders of the executive power aren’t implementing passed laws, they do not deserve their pay packages.

They’re not ruling by law, and not doing anything. And so we must review their salaries and related operational fees. They’re now basically getting paid to do nothing. I think that’s really, really foul.

If they believe the premier is incapable or unfit, they can proceed with a motion of no-confidence vote against the Premier, in accordance with Additional Articles of the Constitution. The gridlock between the ruling and opposition parties was caused not only by the KMT and the TPP’s forcefulness, but also due to crippling of the Constitutional Court. As long as the Constitutional Court can resume operations, the so-called gridlock will no longer be.

Since the Constitutional Court cannot hold hearings at present, the opposition could pass a vote of no-confidence, but at risk of their seats at the legislature. It seems that the political gridlock has long turned into a game of chicken.

支持行政院長"不副署財劃法" 賴總統:立法濫權 在野獨裁

針對藍白國會多數強行三讀通過的"財劃法",行政院長卓榮泰宣布不副署,總統賴清德昨晚表達力挺、也批在野獨裁、但藍白反嗆不會退卻,還要繼續推法案,翁曉玲甚至揚言要嚴審總統和院長薪水, 綠營喊話,應盡速讓憲法法庭恢復運作,才能化解僵局。

“這是對民主的侵蝕,更是將臺灣推向立法濫權,在野獨裁的懸崖邊緣,面對此一新的憲政情勢,我要重申,我願意依據憲法法庭,所揭示的合憲方式,赴立法院進行國情報告”

但總統的話,在野黨依舊聽不進去。

“全世界只有行政權有獨裁的可能性,什麼時候還有叫在野獨裁,立法院絕對不會,因為賴清德總統這種違憲的行為,有任何的退卻”

“藍白一直採取這種對立的方式強行通過法案,整個行政院不得不採取最後的手法,不讓這部法案生效,以免造成憲政體制的混亂,這是行政院最後的底線,也是最後的手段,我覺得這是必然應該行使的行政抵抗權”

國民黨立委翁曉玲甚至嗆聲,要嚴審總統薪資預算。

“他們不依法行政,不做事,那麼我們本來就應該要審查他們的薪資,還有他們相關的業務費用,這個已經是拿錢就不做事,我覺得這個部分是非常糟糕的”

“對行政院長認為不適任,不適格,大可依憲法增修條文提出(倒閣) ,朝野僵局造成,其實除了藍白多數暴衝之外,主要的還是癱瘓的憲法法庭,只要憲法法庭恢復運作,就沒有所謂的僵局”

在憲法法庭遭藍白癱瘓情況下,在野要反制,只剩"倒閣"一途,但藍白似乎沒打算面對國會解散、重選風險,喊出"不隨之起舞"。
